Overdose due to the misuse of opioids continues to escalate in the United States. The purpose of this formative study was to assess how the social network of people who use opioids perceive fear appeals and positive framed messages to promote the use of naloxone. During central intercept interviews, participants assessed one fear appeal and one positive framed message. As indicated by a conditional logistic regression model, participants perceived the fear appeal message to be more effective than the positive framed message, but there were no differences in their perceptions based on specific message assessment criteria. Additional research is necessary to determine which message results in behavior change.
