Studies of institutional change have focused on several themes. Yet, examinations of small innovations still require attention. This question is important because a new logic is usually only recognized after several modifications have taken place; thus, noticing it early becomes relevant. The emergence of a new logic presupposes new prescriptions about what is appropriate for both businesses and society. This article examines Brazilian health regulations that have undergone several alterations and suggests that this occurrence can be identified only when actors begin to react to the impact of such an event by changing their daily practices.

Acknowledging the Emergence of a New Logic: The Regulation of Healthcare in Brazil

Most research on administrative burdens focuses on measuring their impact on citizens’ access to services and benefits. This article fills a theoretical gap and provides a framework for understanding the organizational origins of administrative burden. Based on an extensive literature review, the explanations are organized according to their level of intentionality (deliberate hidden politics or unintended consequences) and their level of formality (designed into formal procedures or caused by informal organizational practices). The analysis suggests that administrative burdens are often firmly rooted in a political economy of deeply engrained structures and behavioral patterns in public administration.

The Political Economy of Administrative Burdens: A Theoretical Framework for Analyzing the Organizational Origins of Administrative Burdens

This article proposes “gauging” as an unrecognized and useful research purpose for public administration. Unlike an explanatory research purpose, which uses an experimental logic and hypotheses, gauging incorporates a logic of rating and frameworks like standards. It is used in normative assessments such as accreditation, process evaluation, and regulatory policy. We argue that it should be part of public administration’s research tradition because it is widespread in public administration, links to applied research and practice, provides summative and formative assessment, connects evidence to the logic of law, and draws on pragmatism as a link to theory and mixed methods.

The Case for Gauging as a Research Purpose in Public Administration: Connecting Purpose, Frameworks, Design, and Norms in Applied Research

This article examines the concept of epistemic governance during crises, a situation that presents simultaneous challenges of information scarcity and overload. Epistemic governance refers to the processes shaping collective perceptions and influencing the understanding of a situation. The research employs a complexity thinking approach, focusing on the interdependency of phenomena, actors, and events, which resists reductionism and linear thinking. It illustrates how epistemic governance—comprising self-organization, diversity, trust, feedback loops, attractor, and agency—operates in crises. The study advances a novel approach to epistemic governance in crises, promoting effective decision-making and embracing complexity-informed research.

Epistemic Governance in the Context of Crisis: A Complexity-informed Approach

危机背景下的认知治理：一种复杂性导向的方法

This study analyses three major research fields: citizens’ e-government, e-participation, and social media use. It compares the distribution of publications and citation network structure. We use three bibliometric software tools (SciMAT, Citnet, and CiteSpace). The results indicate that social media is a growing research topic attracting increasing attention in the academic community. They also show that authors from the USA and China lead in number of publications. We found some common references to pioneers in the field and specific topics where the authors cite a predecessor in the research area, such as public value and antecedents of trust.

This conceptual article investigates the critical role of street-level bureaucrats (SLB) as potential “eliminators” of dysfunctional policies and drivers of digital change in the public sector. Working on the front lines of government, they have a distinctive viewpoint that allows them to challenge persistent ineffective policies. The present work introduces a framework that illustrates the roles SLBs could assume within the context of the ongoing digitalization reform of the German public administration. It explores the conditions under which public servants are likely to be reflexive about existing practices—including reform practices—and can promote real innovation.

The Challenge of Balancing Innovation and Tradition in the Public Sector: The Role of Street-Level Bureaucrats in Digital Transformation

This article examines the relationship between business interest associations’ (BIAs’) governance configurations and their access to administrative officials and political heads of the European Union. We focus on how effective BIAs design their plenaries and boards to address the inclusiveness-efficiency tradeoff. By means of a qualitative comparative analysis, we find that most of the configurations related to administrative officials balance efficiency-inclusiveness tensions, one prioritizes inclusion while another focuses on efficiency. As for political heads, EU Commissioners seem to prioritize BIAs that successfully balance these contradictory poles while also paying attention to more inclusive BIAs.
