Most research on administrative burdens focuses on measuring their impact on citizens’ access to services and benefits. This article fills a theoretical gap and provides a framework for understanding the organizational origins of administrative burden. Based on an extensive literature review, the explanations are organized according to their level of intentionality (deliberate hidden politics or unintended consequences) and their level of formality (designed into formal procedures or caused by informal organizational practices). The analysis suggests that administrative burdens are often firmly rooted in a political economy of deeply engrained structures and behavioral patterns in public administration.

The Political Economy of Administrative Burdens: A Theoretical Framework for Analyzing the Organizational Origins of Administrative Burdens

This conceptual article investigates the critical role of street-level bureaucrats (SLB) as potential “eliminators” of dysfunctional policies and drivers of digital change in the public sector. Working on the front lines of government, they have a distinctive viewpoint that allows them to challenge persistent ineffective policies. The present work introduces a framework that illustrates the roles SLBs could assume within the context of the ongoing digitalization reform of the German public administration. It explores the conditions under which public servants are likely to be reflexive about existing practices—including reform practices—and can promote real innovation.

The Challenge of Balancing Innovation and Tradition in the Public Sector: The Role of Street-Level Bureaucrats in Digital Transformation

More than 400 publicly funded schools in Ontario, Canada, permanently closed between 2011 and 2017. This study examines the impact of highly criticized closure decisions on trust, guided by the OECD competence-values framework for citizens’ trust in public institutions. Interviews with key informants reveal factors affecting trust, including timing and format of public consultations, reliability of data informing closure recommendations, silencing of community concerns, timeliness of government coordination, asset management horizons, and system-wide approaches to planning. This study underscores the need for an alternative school-closure decision-making model for Ontario.

“It Just Galls Me, as a Taxpayer”: Trust Implications of School Closure Decision-Making in Ontario

This article examines the relationship between business interest associations’ (BIAs’) governance configurations and their access to administrative officials and political heads of the European Union. We focus on how effective BIAs design their plenaries and boards to address the inclusiveness-efficiency tradeoff. By means of a qualitative comparative analysis, we find that most of the configurations related to administrative officials balance efficiency-inclusiveness tensions, one prioritizes inclusion while another focuses on efficiency. As for political heads, EU Commissioners seem to prioritize BIAs that successfully balance these contradictory poles while also paying attention to more inclusive BIAs.

Inclusiveness-Efficiency Configurations of Business Interest Associations with Access to Policymakers

Theories of a service or public sector logic stress that involving users in developing public sector innovations will produce better outcomes, but outcomes also could be influenced by the type of user involvement. We evaluate the relationship between interactive and non-interactive methods of involving users in innovation activities, along with six other factors, on a sample of management reported post-implementation outcomes from public sector innovations. A set-theoretic analysis is applied separately for service and process innovations to identify combinations (recipes) of eight factors associated with positive outcomes. Both interactive and non-interactive user involvement is associated with positive outcomes, but such involveme is always combined with other innovation capabilities or senior management support for innovation. The results have practical implications for managers for how to assemble resources to improve innovation outcomes.

Does User Involvement in Developing Public Sector Innovations Improve Outcomes? A Set-Theoretic Analysis of European Data

Organizational managers serve as ethical role models in their capacity as leaders. Mainstream research on ethics leadership is multidisciplinary, although empirical research is dominated by business administration and psychology scholars with less empirical work in public administration. This article develops and tests a categorical framework for ethical leadership behavior by applying it to data from a national survey of Chief Administrative Officers (CAO) of local governments in the United States. A Structural Equation Model (SEM) is used to test six dimensions of ethical leadership behavior and support is found for the model. This research is novel since it extends the ethical leadership research in business administration and psychology to local government managers and by extension, to public managers in general.
