Planning Perspectives

East London's former docklands have been at the centre of planning and regeneration debates for the past four decades. The setting up of the London Docklands Development Corporation (LDDC) has been variously interpreted as '3-D Thatcherism' in action, a symbol of the death of comprehensive planning and the replacement of a corporatist, Keynesian era of urban policy with a more neoliberal approach. Moving away from simplistic and straightforward interpretations of the processes happening at this time, this article uses new archival and interview material to re-examine the setting up of the LDDC and its early years, revealing a more complex and contradictory picture than existing accounts suggest. It focuses on three themes: changing forms of state intervention; the uncertain 'break' in the post-war consensus as evidenced by the changes in approaches to the regeneration of Docklands; and the unintended, disordered process of actual policy change. As such we aim to reveal how shifting visions, modes of governance and practices could compete and co-exist in the midst of seemingly coherent 'eras', as Docklands as a place and as an approach to regeneration was constantly made and re-made – a process that continues to this day.

Mega events are facing a disruption, despite their adaptative nature, in their continued 120-year growth in a context of environmental and energy crisis doubled by increased ethical and social expectations. We put forward the hypothesis, in the middle term, of a gradual disconnection between (1) mega events such as the Olympic Games and (2) a catalyst effect on urban regeneration and attractivity pursued by host cities; and over the long term, we explore a return to the past characterized by more modest and 'sustainable' Games. We first unveil how urban planning was implemented through the Olympic Games over the last 30 years to understand how Olympic urban mega projects have been increasingly questioned as risky and unsustainable and how IOC frameworks gradually adapted to articulate sustainability and legacy. Is it a return to the comparatively modest 1900, 1908, and 1924 and 1948 Olympics exemplified by the new quarters built after the failed 1992, 2008 and 2012 Paris bids? How do historiography and narratives compare Paris and London? Last, we analyse Paris 2024 as an example of disconnection between the Olympics and mega urban project, as included in an existing 30-year metropolitan project focusing limited new infrastructure on local needs.

This paper explores the reconstruction of Skopje following the 1963 earthquake, focusing on the interplay between productive conditions and temporal factors that shaped the city's transformation. The research examines how the earthquake, a critical juncture in Skopje's history, catalyzed profound urban and institutional changes, influenced by the Cold War's geopolitical landscape. The idea of 'nonaligned modernism' facilitated a convergence of international expertise, as demonstrated by the involvement of prominent teams like Doxiadis Associates and Polservice, and the strategic decisions of the International Board of Consultants (IBC). The paper reveals that the reconstruction process was not just a physical effort but a complex negotiation of institutional, cultural, and geopolitical factors. It highlights how the timing, sequencing of decisions, and the availability of global resources and expertise were crucial to the project's execution. Through a detailed analysis of the reconstruction phases, the strategic decisions made, and the international collaboration involved, this research underscores the significance of aligning productive conditions with temporal factors in shaping the outcomes of urban reconstruction efforts. The Skopje case exemplifies how crises can drive transformative change and set precedents for future international collaborations in urban planning.

Beyond the curtain: the impact of political non alignment on the urban reconstruction of Skopje

This article analyses the activity of the Ford Foundation (FF) in the field of regional and urban planning in the Southern Cone countries of Latin America in the 1960s. During a period in which Urban Studies expanded, the FF developed activities, projects and programmes that simultaneously consolidated discussions on urban processes and their future actions both in the United States and in the developing world. The FF's took actions on a global scale, and Argentina and Chile were part of a broader strategy. From 1959, after the Cuban revolution, the Foundation's philanthropic activity expanded in Latin America, especially in the field of social sciences. The Instituto de Planeamiento Regional y Urbano (Litoral Institute for Regional and Urban Planning, IPRUL) in Argentina and the Comité Interdisciplinario de Desarrollo Urbano (Interdisciplinary Committee on Urban Development, CIDU) in Chile were exponents of this sort of FF-sponsored approach thanks to their technical and financial assistance. A comparative analysis of activities undertaken by the institutions in question reveals a number of interconnections between the realms of philanthropy, planning, political authority and networks of academic experts.
