Race and Class

Transnational capitalists and global elites are confident that the world economy has recovered from the 2008 financial collapse, but there is good reason to believe that another crisis of major proportions looms on the horizon. Digitalisation and fourth industrial revolution technologies are driving a new round of global capitalist restructuring, yet they are also aggravating the underlying structural conditions that generate crisis; in particular, overaccumulation. Transnational investors have been pouring billions of dollars into the rapid digitalisation of global capitalism as the latest outlet for its surplus accumulated capital and hedging their bets on new investment opportunities in global police state. The concept of global police state allows us to identify how the economic dimensions of global capitalist transformation intersect in new ways with political, ideological and military dimensions of this transformation. There is a convergence around global capitalism’s political need for social control and repression and its economic need to perpetuate accumulation in the face of stagnation. When the next crisis hits, the Left and resistance forces from below must be in a position to seize the initiative and to push back at global police state.

The rapid development of Rajarhat, West Bengal into a ‘global city’ has attracted both skilled and unskilled migrants. Amidst economic precarity and social polarisation, ethnicity-based identity politics are easily weaponised by a section of the Bengali population, in order to deflect public attention away from the political economy and towards those perceived as ‘outsiders’ – an empty signifier that refers to ethnic, religious and linguistic minorities and financially weaker migrants. The ‘insider’ embodies a profound sense of belonging to an imagined Bengali community, whilst the ‘outsider’ is perceived as a threat to Bengali culture and livelihood. Through a social media analysis of comments and videos posted on the Facebook page of Banglapokkho, a civil society organisation in West Bengal that advocates for ‘putting Bengalis first’, this article examines how an insider/outsider impulse unfolds as a symptom of fissures in community relations. The authors argue that what has transpired in Rajarhat between Bengalis and non-Bengalis, through a narrative of ‘reclamation’ and its ethnolinguistic framing, is a function of a specific economic order shaped by the global flows of capital and the ensuing economic precarity, which must be understood with reference to the intersectionality of class and ethnicity.

Reclaiming Rajarhat: Bengaliness, economic nativism and cultural insiderism

This article begins by arguing that the UK race riots of August 2024 had their own distinct – and especially worrisome – sociological dynamics when it came to the disorder that occurred in Northern Ireland. The upsurge in race hate and racism has to be viewed in the context of the continuing existence of loyalist paramilitary groups and most especially the enduring sectarian division which is shown to have not been adequately addressed in the years since the Belfast Agreement of 1998. Most importantly, it is advanced that what lies at the heart of such social problems that beset Northern Ireland is a particular form of systemic racism: ‘systemic sectarianism’. It is the web of systemic sectarianism which ensures that sectarian division endures and operates to reproduce inequality and social injustice. Against this, it is asserted that there is a need to advance a social transformation agenda that enables people to develop a political vision and agenda that transcends race hate, racism and sectarianism.

This commentary demonstrates how the risk analysis reports of Frontex (the European Border and Coast Guard Agency) invert deviance and blame by lumping together smugglers, refugees and migrants and portraying the latter as responsible for their own suffering at Europe’s borders while obscuring the role of restrictive migration policies and border controls in producing irregularised migration in the first place. Showing how this discursive framing furthers the securitisation of migration and displaces accountability for border deaths, the author argues that it is important to question the objectivity of Frontex’s risk analyses since they contribute to normalising securitised border controls in response to irregularised migration.
