Purpose This paper aims to shed light on the previous ideological stands of the newly established Islamist parties in terms of the idea of party formation, and different models of their relations with the social movements from which they emanated through focusing on some case studies, namely, Egypt and Tunisia, with an attempt to study their impact on the parties’ paths by concentrating on two dimensions: the decision-making process and alliances’ building. Design/methodology/approach The paper is written according to the comparative case studies approach and Huntington’s new institutionalism. Findings The research findings proved that, in the light of the two case studies, there are two different models of relations exist between the Islamist political parties and the social movements they emanated from, and despite that both parties had come out from social movements or took the form of a movement in their beginnings and were established within the same context, they showed different perspectives in dealing later on with the new institutional and political context and their rising challenges. These perspectives affected the parties’ decision-making process and alliances’ building, as well as their institutional legitimacy and determined their political future. Originality/value In the end, this paper attempts to deal with the degree of institutionalization these parties enjoyed, based on how the movements they emanated from had dealt with the dilemma of party building and the party-movement relations.

Islamist parties and social movements: cases of Egypt and Tunisia

Purpose This paper aims to explore the factors leading to the phenomenon of child trafficking in Egypt, how deeply it runs through the Egyptian society and evaluate the state’s efforts to combat it. Design/methodology/approach This research paper uses a case study method applied to the phenomenon of child trafficking in the Arab Republic of Egypt, and how the State is fighting it. The general policy approach is also used to clarify the State’s plans, programs and legislation in addressing the phenomenon of child trafficking, evaluate those policies and analyze the international documents. Findings The research paper concluded that child trafficking in Egypt represents a serious phenomenon, which stems from social, economic and cultural reasons. Even though the Egyptian Government exerts relentless efforts to fight this crime, all attempts have proven insufficient due to the lack of coordination between the concerned parties and low funds, in addition to the feeble services offered to the victims. Practical implications This study sheds light on a very perilous phenomenon in the Egyptian society; an international one with intricate magnitudes, upon which the State must concentrate more and eradicate it. Originality/value The study contributes to drawing the attention of decision makers in Egypt to the dangers of this phenomenon, and to the points of strength and weaknesses of the government’s efforts against it.

Child trafficking crime and means of fighting it: Egypt as a case study

Purpose This paper aims to estimate a New Keynesian small open economy dynamic stochastic general equilibrium (DSGE) model for Egypt using Bayesian techniques and data for the period FY2004/2005:Q1-FY2015/2016:Q4 to assess monetary and fiscal policy interactions and their impact on economic stabilization. Outcomes of monetary and fiscal authority commitment to policy instruments, interest rate, government spending and taxes, are evaluated using Taylor-type and optimal simple rules. Design/methodology/approach The study extends the stylized micro-founded small open economy New Keynesian DSGE model, proposed by Lubik and Schorfheide (2007), by explicitly introducing fiscal policy behavior into the model (Fragetta and Kirsanova, 2010 and Çebi, 2011). The model is calibrated using quarterly data for Egypt on key macroeconomic variables during FY2004/2005:Q1-FY2015/2016:Q4; and Bayesian methods are used in estimation. Findings The results show that monetary and fiscal policy instruments in Egypt contribute to economic stability through their effects on inflation, output and debt stock. The monetary policy Taylor rule estimates reveal that the Central Bank of Egypt (CBE) attaches significant importance to anti-inflationary policy and (to a lesser extent) to output targeting but responds weakly to nominal exchange rate variations. CBE decisions are significantly influenced by interest rate smoothing. Egyptian fiscal policy has an important role in output and government debt stabilization. Additionally, the fiscal authority chooses pro-cyclical government spending and counter-cyclical tax policies for output stabilization. Again, past values of the fiscal instruments are influential in the evolution of the future fiscal policy-making process. Originality/value A few studies have examined the interaction between monetary and fiscal policy in Egypt within a unified framework. The presented paper integrates the monetary and fiscal policy analysis within a unified dynamic general equilibrium open economy rational expectations framework. Without such a framework, it would not be easy to jointly analyze monetary and fiscal transmission mechanisms for output, inflation and debt. Also, it would be neither possible to contrast the outcome of monetary and fiscal authorities commitment to a simple Taylor instrument rule vis-à-vis optimal policy outcomes nor to assess the behavior of monetary and fiscal agents in macroeconomic stability in context of an active/passive policy decisions framework.

Monetary-fiscal policies interactions and optimal rules in Egypt

Purpose Non-politicized bureaucracy plays a fundamental role in the survival of states during times of transition and drastic change. Moreover, non-politicized bureaucracy protects state institutions from failing. In fact, state survival bureaucracy (SSB), as an alternative to Deep State, obtains all mechanisms for the sustainability of the state, both its entity and identity. In case of resistance to the elected officials and executives’ abrupt decisions, professionals and experts came up with Deep State to reflect the elements of rejection. Design/methodology/approach The paper uses both system and function approaches in analyzing the role of bureaucracy in states going through transition. It also draws comparisons from the harsh experiences in the Arab region after Arab revolutions where most of the states collapsed while Tunisia and Egypt survived. The authors will use the available literature in reviewing different arguments regarding the role of bureaucracy in addition to the own observations as scholars who were engaged in the political process in Egypt for sometimes and during the drastic changes since January 25, 2011 and the knowledge about political process in Tunisia and other Arab states. Findings In the study of the collapse of a number of Arab states and the survival of Tunisia and Egypt, it was found out that it is SSB which holds state together in cases of drastic changes or tangible threats. SSB includes bureaucrats and policy implementing agencies that are committed to both entity and identity of the state. The role of SSB emerges clearly in a state of utmost survival crisis of the state. SSB does inherently obtain self-correcting mechanisms that help states face, experience drastic change and cope with it. Originality/value Non-politicized bureaucracy plays a fundamental role in the survival of states during times of transition and drastic change. Moreover, non-politicized bureaucracy protects state institutions from failing. In fact, SSB as an alternative to Deep State, as defined in this paper, obtains all mechanisms for the sustainability of the state, both its entity and identity. The analysis will show how SSB is a constructive mechanism for the survival of the state when its entity and identity as well as well-established national interests are under tangible threats.

State survival bureaucracy (SSB): state sustainability after Arab revolutions

Purpose This paper aims to examine the impact of e-commerce on business strategy, especially on small and medium enterprises (SMEs) in Saudi Arabia. It also investigates the relationship between e-commerce and business strategy and how the e-commerce niche changes SMEs’ strategic management approach. Additionally, this paper identifies the factors that moderate this relationship. Design/methodology/approach To evaluate and examines the impact of e-commerce on business strategy, the study used a quantitative method by conducting a questionnaire survey in Saudi Arabian SMEs. Findings The analysis of collected data confirms that e-commerce adoption has an impact on SMEs strategies. Many participants asserted that the introduction of e-commerce in Saudi market has changed their businesses’ plans and strategies. The findings identify the major factors that moderate and predict the relationship between e-commerce and business strategy. Originality/value This study contributes to the literature by discussing and examining the impact of e-commerce adoption on SMEs strategies in the context of Saudi Arabian SMEs. It provides a comprehensive understanding of the relationship between e-commerce and business strategies. The findings of this study can benefit SMEs’ owners, managers and employees to understand and acknowledge the impact of e-commerce on their plans and strategies. It also can assist policymakers and governments to develop suitable policies and initiatives.

The impact of e-commerce adoption on business strategy in Saudi Arabian small and medium enterprises (SMEs)

Purpose The purpose of this paper is to explore to what extent the economic interdependence can affect the likelihood of conflict between States. Specially, over the past few decades, there has been a huge interest in the relationship between economic interdependence and political conflict. Liberals argue that economic interdependence lowers the possibility of war by increasing the weight of trading over the alternative of aggression; interdependent states would rather trade than invade; realists dismiss the liberal argument, arguing that high interdependence increases rather than decreases the probability of war. In anarchy, states must constantly worry about their security. Design/methodology/approach This paper highlights the content and level of economic interdependence between China and the USA since the beginning of China’s economic reform in 1979 and examines the impact of economic interdependence between them on their relationship toward Taiwan since 1995 and the probability of conflict. Findings Economic interdependence is proved to significantly decrease the onset of conflict between the two parties. This can be shown by comparing the number of armed conflicts during the pre-interdependence period to the number of armed conflicts after the economic interdependence there was an overage of 0.79 militarized interstate disputes (MIDs)/year, compared to 0.26 MIDs/year following China’s economic reforms; also, the length of the hostilities was longer during the pre-interdependence period (with an average of 11.13 months versus 5.33 months). Originality/Value This means that economic interdependence does not completely prevent the outbreak of international conflicts, but it also plays a major role in influencing the conflict in terms of the conflict’s intensity, the use of armed force and the number of conflicts that occur between the economic interdependence states.

The impact of economic interdependence on the probability of conflict between states

Purpose This paper aims to scrutinize and analyze the continuity and change in US foreign policy toward the Gulf region, with a comparison between the George W. Bush and Barack Obama administrations. Also, it explores the nature of the changes in US foreign policy toward the Gulf region to explain the factors that lead to change and when this change occurs. Policymakers were one of the most important factors that led to the occurrence of change in US policy. Therefore, the study also focuses on decision-makers as an engine of change in foreign policy. In this vein, the study seeks to answer the following question: what is the extent of continuity and change in US foreign policy toward the Gulf region under both Bush and Obama administrations? Design/methodology/approach The study seeks to answer its research question by using the rational choice approach. This approach explains that foreign policy does not change because of change of leadership. Therefore, this approach is suitable to study the research question. Findings The study reached several points of results, the most important of which are as follows: there is continuity within US foreign policy toward the Gulf countries under the two Bush and Obama administrations. Despite the difference of mechanisms of implementing this foreign policy under both administrations, the objectives of the US foreign policy are still constant and continuous. For example, although the events of September led to the occurrence of tensions between the USA and the Gulf region, the repercussions of the events of September were ostensible where the effects were confined to a change in tactical objectives. Also, successive American administrations have recognized the USA’s enduring and salient interests in the Gulf region. Research limitations/implications The region is important as a source of US energy supplies as a strategic military base of operations and also as a site of US foreign policy influence through relationship with individual nations such as Saudi Arabia and the smaller states of the Gulf Cooperation Council. Practical implications This paper adds to the existing literature which charts the effects of US foreign policy on the Gulf region.

Continuity and change in United States’ foreign policy towards Gulf region after the events of September 11th, 2001

Purpose This paper aims to analyze the determinants on job satisfaction in the Egyptian labor market, using Egypt’s Labor Market Panel Survey (ELMPS), the wave of 2012. Design/methodology/approach Several determinants are analyzed including the wage level, the paid and sick leaves, the medical and social insurance, job stability among other individual and job characteristics. To this end, an ordered logit model is estimated to assess the significance of these different variables as determinants for job satisfaction. Findings The empirical findings indicate that wages and stability are major determinants for job satisfaction for the sample of wage workers. However, the results change according to gender; the hourly wage level affects men’s level of job satisfaction, while it does not affect that of females. Furthermore, the job satisfaction of women is determined more by the job characteristics rather than the monetary compensation. Social implications The empirical findings shed light on the importance of formalizing jobs, as it has an effect on the level of job satisfaction of both women and men. Originality/value To the best of the authors’ knowledge, this is the first paper to examine the determinants of job satisfaction for wage workers in Egypt using the ELMPS data.

The determinants of job satisfaction in the Egyptian labor market

Purpose Is the need for stability pre-empting the need for democratic values? How can the EU cope with two contradictory security requirements: the need to promote democratic norms and to secure geostrategic interests? This paper takes on the security-democracy dilemma in a complex way that transcends the realpolitik frame overshadowing the analysis of the EU’s policy orientation in the Southern Mediterranean while considering its normative role as a fig leaf for security interests. Design/methodology/approach This paper investigates the EU’s foreign policy orientation reflected in the ENP in terms of the two logics of action of consequentialism and appropriateness. Tracing changes at the policy level over time between 2011 and 2015, the paper zooms into the implementation of the “new” ENP in the aftermath of the Arab uprisings in Egypt, Libya and Tunisia to highlight additional variation across countries. Findings Building on a document analysis of the official declarations for the policy-making level and of ENP action plans for the implementation level, the paper argues that local political dynamics and the level of the EU’s threat perception shape the EU’s response to the partner countries.

Deepening democracy or stabilization?

Purpose The purpose of this paper is to introduce and identify the basic components, tasks and application areas of expert systems (ESs) as a decision support system that has been increasingly used in the business world lately and explore its potential for improving the effectiveness of administrative decisions in the public sector. Empirically, the paper explains the role of ESs in fostering decision-making processes at the Ministry of Investment and International Cooperation (MIIC) in Egypt. Design/methodology/approach The design of this research is descriptive in the theoretical section and quantitative in the empirical one. Theoretically, the study adopted both the analytical approach and systems approach to demonstrate main concepts and relationships, while it conducted an empirical study to investigate the correlations in practice. Findings The research concluded that the usage of ESs is deemed to be on the top of the technical solutions that might help public organizations develop their management quality and maintain competitive strength. In addition, the results proved that ESs contribute to administrative decisions at MIIC. Practical implications The paper provides profitable findings and recommendations which can be applied by Egyptian public executives, in an attempt to ensure high quality and successful decisions using modern technology. Originality/value This study has valuable implications for theory and practice together, as it offers numerous contributions to literature in the area of concern.

Improving administrative decisions through expert systems: empirical analysis

Purpose The USA has been suffering from international/transnational terrorism for decades. There is no consensus on whether this situation is a result of the international status of the USA and the principles it upholds or the policies it embraces in its interaction with the outside world. Design/methodology/approach This study adopts both the “American Primacy” theory and the “anti-Americanism” theory in its effort to reach a conclusion concerning this issue. This study aims to examine previous research that linked international terrorism to the US hegemony and the principles it abides by and showed the relevance of this perception to the “American Primacy” theory. It also examines the research that considered international/transnational terrorism as a result of the American foreign policy in its various aspects (economic, military, assistance or a whole combination of policies). Findings This literature on the American foreign policy and international/transnational terrorism was extensive and manifested the explanatory power of the “anti-Americanism” theory, especially in its three variants: issue-oriented, ideological and instrumental. While examining the foreign policy terrorism studies, the relevance of the “American Primacy” theory appeared at very few instances. Originality/value The study was able to prove that explaining the international/transnational terrorism is related to the foreign policy decisions taken by the American policymakers and cause harm to the outside world. The envy of “American Primacy” is of secondary importance.

The USA as a victim of international/transnational terrorism targeting what it is or what it does?

Purpose This paper aims to contribute to formulating the methodological framework for a paradigm of Islamic economics, using the development of the conventional economics, theoretical and mathematical methods. Design/methodology/approach The study based on the inductive and mathematical methods to contribute to economic theory within the methodological framework for Islamic Economics, by using the return rate of Musharakah rather than the interest rate in influence the economic activity and monetary policy. Findings Via replacement, the concept of the interest rate by the return rates of Musharakah . It concludes that the central bank can control the monetary policy, economic activity and the efficient allocation of resources by using the return rates of Musharakah through the framework of Islamic economy. Practical/implications The study is a contribution to formulate the methodological framework for a paradigm of Islamic economics, where it investigates the impact of return rates of Musharakah on the money market and monetary policy, by the mathematical methods used in the conventional economy. Also, the study illustrates the importance of further studies that examine the methodological framework for Islamic Economics. Originality/value The study aims to contribute to formulating the Islamic economic theory, through the return rate of Musharakah financing instead of the interest rate, and its effectiveness of the monetary policy. As well as reformulating the concepts of the investment function, the present value and the marginal efficiency rate of investment according to the Islamic economy approach.

The impact of <i>Musharakah</i> financing on the monetary policy in the Islamic economy

Purpose This paper aims to tackle an important question related to women’s economic empowerment in highly patriarchal societies like Egypt. The paper discusses individual, household, wealth and location factors determining women empowerment, as measured by two dimensions: decision-making power and mobility. Design/methodology/approach Using the “Egypt Labor Market Panel Survey” (ELMPS) 2012, a Multiple Indicators Multiple Causes (MIMIC) model was estimated to study the main economic resources and social constraints that determine women empowerment as measured by the power of women over household decisions and her freedom of movement in Egypt. Findings Three key messages could be delivered. First, women’s own economic resources as captured by her employment status are an important source of her empowerment. Second, contrary to theoretical prediction education is not playing its expected role in developing awareness and transforming ideas concerning gender roles in Egypt. Third, the importance of social local context is fundamental for Egyptian women empowerment. Originality/value This study is an attempt to address some of the gaps in the literature for the Egyptian case, where there is a lack in rigorous studies measuring women empowerment and examining its determinates. This is done by first, tackling multiple dimension of women’s empowerment, decision-making inside households and freedom of mobility. Second, using MIMIC model, which is a modeling approach that allows for studying the relations between several causes of a given latent variable, such as “Empowerment” in our case, and a number of its possible indicators, without a directly observable measure of the latent variable. Third, using the most recent set of data; the ELMPS 2012 which has a special focus on women’s resources and agency that permits greater content validity of the multidimensional setup. Forth, the macro level differences in women’s status are tackled through using location dummy variables. Finally, given the important correlation between wealth level and women empowerment, the paper is considered a first attempt to analyze such impact by including a variable that captures the wealth level of the woman’s household as one determinant of empowerment.

What empowers Egyptian women: resources versus social constrains?

Purpose This paper aims to examine the effects of domestic structure forces on “sub-national” foreign policy (SFP); an analytical concept provides a suitable operational framework for research on international activities of sub-national entities or regions. Design/methodology/approach The paper is carried out on the basis of a theoretical framework proposed by the author. First, the dependent variable is defined. Then, domestic structure is broken down into four variables, including legal grounds, the level of autonomy, the type of intergovernmental relations and institutionalization. A comparative method is used to examine the validity of the theoretical framework. Findings The paper finds out that domestic structural forces influence level and form of SFP with some regularity. The influence of these forces on SFP can be explained, as they recur and have such consistent effects that they create patterns and regularities in SFP. Such regularities can be detected through systematic analysis. Originality/value The topic of SFP is relatively controversial because of academic debate over international agency of substate actors. However, it is a worthwhile subject of research, as it has the potential to revolutionize research in foreign policy analysis. Moreover, the phenomenon of SFP is in need of theorizing and comparison as the literature on SFP is still in its infancy.

Domestic structure and sub-national foreign policy: an explanatory framework

Purpose This paper aims to explore the international response to the discovery and development of gas fields in the East Mediterranean basin. Design/methodology/approach The study applies key concepts into a framework and explores the strategies used by nations for developing their influence in the region. Findings The key nation states (the USA and Russia) and the supranational EU are notable in their divergent approaches to obtaining access to and influence regarding the gas fields. Practical implications The development of the strategies used by the international rivals for access to the resources available from the offshore oil fields is set to be an area for further study. Originality/value This paper offers insight into a developing rivalry over energy security, which will a platform for further investigation throughout the exploitation of the “New Gulf” gas fields.

East Mediterranean gas: a new arena for international rivalry

Purpose The theoretical and empirical literature stipulated that exchange rate shocks do influence the domestic price of imports. Hence, this paper aims to investigate the underlying relationship between the exchange rate and prices known as the exchange rate pass-through. Design/methodology/approach The paper uses a structural vector auto-regression (SVAR) model, drawing on Bernanke (1986) and Sims (1986), to empirically examine and analyze the pass-through of exchange rate fluctuations to domestic prices in Egypt. Findings The empirical results of the monthly data between 2003 and 2015 revealed that the exchange rate pass-through in Egypt is fairly substantial but incomplete and slow in the three price indices [IMP, producer price index and consumer price index (CPI)]. However, the impact is more prominent for consumer prices than for any other price index. This finding could be attributed to the fact that the CPI in Egypt is composed of a relatively large number of subsidized commodities and goods with administered prices as well as the authorities’ behavior in manipulating prices (i.e. export ban). This is expected to weaken the transmission of exchange rate shocks. Practical implications The result has interesting implications for Egypt’s ability to attain an effective inflation targeting regime. Originality/value The study contributes to the literature by assessing the effect of changes in the exchange rate (the Egyptian £ vis-à-vis the US$) on prices using an updated time series from 2003 to 2015. It addresses the limitations of the study of Nafie et al. (2004), which found no strong relationship between the exchange rate and inflation rate in the Egyptian context. One of these limitations was using the CPI, as the only price index.

Exchange rate pass-through to inflation in Egypt: a structural VAR approach

Purpose This paper aims to shed light on the Egyptian socio-economic and political conditions seven years post the 2011 revolution. Design/methodology/approach The authors depended on secondary data and information gathered from scholars and from domestic and international institutions as well. Additionally, the authors distributed 390 Likert-scale questionnaires among respondents to test their perceptions regarding the safety, social, political and economic conditions in Egypt seven years post the 2011 revolution. Findings The research findings confirmed that there was an agreement among participants that the safety conditions in Egypt improved during the past seven years post the 2011 revolution, and there was a general agreement among participants that the political conditions in Egypt became more stable lately. The economic and social cost presents a challenging status to the current decision maker. Practical implications Finally, authors came up with recommendations aiming to find solutions for certain economic and political problematic issues. The main research limitation is that the representative sample was confined only to the two main governorates in Egypt: Cairo and Giza. Originality/value Finally, the study is of a value, as it could be considered a road map to policy makers. Moreover, the findings provide a set of policies for governments to undertake tenable actions to accelerate development and economic growth.

Arab Spring future challenges: evidence from Egypt

Purpose The purpose of this study is to empirically examine the impact of financial development on poverty reduction in Egypt. The paper also investigates whether financial development affects poverty via gross domestic product (GDP) growth. Design/methodology/approach This study uses the autoregressive distributed lag approach to estimate two specifications. The first is dependent on poverty by the ratio domestic credit to the private sector (percentage of GDP) and the second is dependent on the poverty by the ratio liquid liabilities to GDP or M3/GDP. The data are annual and cover the period from 1980 to 2015. Findings In long run, the study finds that relationship between economic growth and poverty is bidirectional. Financial development and poverty (household final consumption expenditure per capita) are complementary as bidirectional (in Granger sense). In short run, the study finds the bidirectional causality between financial development (real domestic credit to private sector per capita) and poverty reduction. Practical implications The findings suggest that governments should remove policies that impede the ability of banks to offer loan products or undermine the commercial incentive structure for banks or borrowers. It is crucial to enhance the role of specialized state-owned banks in financial intermediation. Social implications Several attempts have been made to investigate the relationship between financial development and other macroeconomic variables, but few studies have examined the impact of financial development on poverty reduction. Furthermore, the majority of the previous studies are based on Asia and Latin America – affording Egypt very little or no coverage at all.

The nexus between financial development and poverty reduction in Egypt

Purpose The purpose of this research is to explore the dynamics of using strategic human resource management (SHRM) practices in the public sector. More specifically, this paper tries to point out some main aspects of SHRM, which strongly influence the decision of employees to stay. The empirical study here tends to reveal greater insights into the SHRM-retention relationship and its validation at the National Bank of Egypt (NBE). Design/methodology/approach This research is co-relational in nature with cause and effect approach. The design of the study is both descriptive in the theoretical part and quantitative in the applied one. Theoretically, this paper adopted the analytical approach to define the main concepts, aside from an empirical study to investigate correlations in practice. Findings This paper concludes that the employment of best HRM practices is deemed a remarkable strategic tool in the retention of core public employees. Also, the results of analysis provide evidence that SHRM contributes to employee retention at NBE. Practical implications The findings and recommendations of this research can practically guide management to devise effective policies to improve employee retention using appropriate SHRM activities, particularly in the Egyptian public organizations. Originality/value This research has valuable implications for both theory and practice, as it offers several contributions to literature in the field of study, as well as the practical contribution.
