In virtually every assessment of responses to large‐scale crises and disasters, coordination is identified as a critical failure factor. After the crisis, official committees and political opponents often characterize the early phases of the response as a ‘failure to coordinate.’ Not surprisingly, improved coordination quickly emerges as the prescribed solution. Coordination, then, is apparently both the problem and the solution. But the proposed solutions rarely solve the problem: coordination continues to mar most crises and disasters. In the absence of a shared body of knowledge on coordination, it is hard to formulate a normative framework that allows for systematic assessment of coordination in times of crisis. As coordination is widely perceived as an important function of crisis and disaster management, this absence undermines a fair and balanced assessment of crisis management performance. This paper seeks to address that void. We aim to develop a framework that explains both the failure and success of crisis coordination. We do this by exploring the relevant literature, reformulating what coordination is and distilling from research the factors that cause failure and success.

Compilation of fragmented glaciological data, spanning more than a century at Haupapa/Tasman Glacier, provides new insight on how this glacier is changing over time. Despite consistency in high accumulation on the glacier, dramatic surface thinning and up-glacier expansion of supraglacial debris highlights that the glacier is currently in disequilibrium with climate. However, pauses in the rate of debris emergence indicate that despite ongoing terminus retreat at the proglacial lake, a subtle response to climate is still detectable mid-glacier. Analysis of surface velocity data at key locations reveals no trend over time at the Malte Brun site in the upper ablation area, but recent deceleration was recorded near the Ball Glacier confluence, located 5 km up-glacier from the current terminus. Near-terminus acceleration during a period of rapid lake expansion, followed by more recent deceleration, demonstrates that at this time, ice thinning at Haupapa/Tasman Glacier is likely being driven by negative surface mass balance as opposed to dynamic thinning associated with proglacial lake enlargement.

Revisiting glaciological measurements on Haupapa/Tasman Glacier, New Zealand, in a contemporary context

Active rock glaciers are ice and debris-cored landforms common in cold arid mountains. They have not been widely described in the Patagonian Andes of southern South America and here we provide the first rock glacier inventory for the Jeinimeni region to the east of the contemporary North Patagonian Icefield. Detailed analysis of available satellite imagery and fieldwork demonstrates the presence of 89 rock glaciers across the study region, covering a total of 14.18 km2. Elevation is the primary control on rock glacier distribution with 89% existing between 1600 and 1900 m.a.s.l. Aspect also plays a significant role on rock glacier formation with 80% preferentially developed on southerly slopes receiving lower solar insolation.

Headwater catchments are frequently prone to debris flows/floods. Dendrogeomorphic methods allow for the accurate dating of the frequencies and spatial patterns of these events. Nevertheless, a combined approach based on the sampling of increment cores from tree stems and the extraction of cross-sections of scarred roots has been rarely used together at one site to determine the headwater dynamics. Such sampling strategy was performed in the Rudohorský potok catchment (the Hrubý Jeseník Mountains, Eastern Sudetes, Czech Republic) to compile the debris flow/flood chronology and to describe the detailed spatial patterns in the studied sub-catchments. In total, 44 events of increased hydrogeomorphic activity during the last 110 years were identified based on the analysis of 860 growth disturbances from 322 trees and 85 roots. The largest events (debris flows) occurred in 1921, 1951, 1965, 1975, 1991, 1997, 2001 and 2010. Higher dynamics of hydrogeomorphic processes were investigated in the sub-catchment affected by deep-seated rockslides. The inclusion of root analyses facilitated the completion of the event chronology mainly during the last 20 years. With respect to the decreasing sensitivity of tree stems with increasing age to the recording of geomorphic disturbances, the root analysis helped to better illustrate the spatial imprint of recent debris flow events (especially the most recent one in 2010).

Unravelling the recent dynamics of headwaters based on a combined dendrogeomorphic approach (a case study from the Sudetes Mts., Czech Republic)

Understanding Antarctic Peninsula glacier evolution requires distributed ice thickness and subglacial topography. To date, 80% of the Antarctic Peninsula mainland ice volume has only been determined at low-resolution (1 km post spacing) and the distributed ice thickness of glaciers on surrounding islands has never been quantified. In this study we applied a perfect plasticity model, selected for its simplicity, low data requirements and minimal parameterisation, to estimate glacier thickness, subglacial topography and ice volume for the entire Antarctic Peninsula region. We compared the output of this simple model to that of a more sophisticated but spatially-restricted model and also to the spatially-coarse but more extensive Bedmap2 dataset. The simple model produced mean differences of 1.4 m (std. dev. 243 m) in comparison with the more sophisticated approach for the mountainous parts of the Peninsula. It produced similar volumes for tidewater glaciers but gave unrealistic ice thickness around grounding lines. Ice thickness across low gradient plateau surfaces are mis-represented by a perfect plasticity model and thus for the southern part of the Peninsula only regional ice volume can be approximated by our model. Overall, with consideration of ice situated below sea level, model results suggest that Trinity Peninsula, Graham Land, the part of Palmer Land north of 74°S and all glaciers on islands contain an ice mass of ∼200 300 Gt, with sea level equivalent of 553 mm (± 11.6 mm). Of this total 8% is from glaciers on islands, 70% of which is from Alexander Island.

Identification precipitation threshold and resulting river discharge: an IDF-based approach in the Central Himalaya, Nepal

Characterization of landslide susceptibility carries great importance in hilly regions as it is one of the frequently occurring natural hazards which comes with huge destruction of life as well as property. Identification of such landslide susceptible zones is usually decided based on the necessity and available resources. It is considered a valuable input for planning developmental activities by policymakers. The current study focuses on Pabbar Catchment, located in the state of Himachal Pradesh in India and prepares a Landslide Susceptibility Map (LSM) at a catchment scale using Analytical Hierarchy Approach (AHP). Eleven geo-morphological attributes of the catchment called causative factors were used in thematic form while creating the LSM. Being a semi-quantitative method, AHP performed satisfactorily to produce a realistic distribution of landslide susceptibility with a prediction accuracy of 0.768 under the Area Under Curve (AUC) technique. Approximately 72% of the geographical area from the catchment falls under the 'high' landslide susceptible zone. Unavailability of LSM at this scale is addressed through this study that may be useful to regional planners for future land use planning.

Landslide susceptibility mapping of a hilly region through a semi-quantitative technique

Global soils store more carbon than the atmosphere and terrestrial vegetation combined, with a significant proportion located in colder regions. Earth system models incorporating climate-carbon feedback suggest that a warming climate can potentially destabilize soil carbon storage, leading to carbon release into the atmosphere. However, existing models are based on limited measurements of soil organic carbon (SOC) loss and a comprehensive global-scale climate indices that effectively characterizes climate-SOC relationships is currently lacking. In this study, we present a synthetic analysis that evaluates the effectiveness of different climate indices in estimating SOC stocks using a global compilation of SOC data and the Boltzmann Sigmoidal Model (BSM). Our findings reveal that a climate index, defined as TD-Index=exp(−0.002T−0.8D), where T and D are mean century temperature (MCT) and dryness respectively, serves as the most reliable predictor for SOC stocks. Furthermore, we observed temperature tipping points for SOC, ranging from −4.5 to −3°C for different soil layers. As the temperature transitions from being below to above the tipping point, the SOC shifts from a stable, high state to a rapid decline. An analysis of the projected temperatures for SOC under various future greenhouse gas emissions scenarios showed a northward shift in the northern hemisphere, potentially opening up vast areas of arctic territory to increased SOC loss from the soils, with corresponding emissions of the stored carbon into the atmosphere. Our findings open up new avenues for research on and management strategies for climate-related SOC dynamics.

Climate indices as predictors of global soil organic carbon stocks

Mountain snowline dynamics are relatively underreported with few studies exploring spatial snowline dynamics. Whilst clear regional-scale relationships between snowline location and temperature exist in European mountains, recent research at higher latitudes reports no response to climate change. In maritime mountains, snowlines occupy complex environmental gradients. Using timeseries of satellite data from Landsat missions 5–8 (151 images between 1984 and 2021), we explored sub-regional summer snowline dynamics across the maritime-continental climate gradient in the Western Norwegian mountains. We characterize spatio-temporal snowline altitude dynamics and investigate the climate factors altering snowline patterns. Summer snowline altitudes were found to increase inland at around double the rate of the 0°C summer isotherm. Data from the European Centre for Medium-Range Weather Forecasts (ECMWF) land component of the fifth generation of European Reanalysis (ERA5-Land), showed a potential 'maritime-mountain' effect with coastal orographic snowfall and cloud cover-induced surface solar downwelling radiation amplifying maritime-continental snowline altitude gradients alongside surface atmospheric temperature. This was replicated in the Canadian Rocky Mountains. Between 1984 and 2021, we found spatial summer snowline gradients in Norway decreased and propose multiple climate forcings are responsible, potentially masking links between snowlines and climate change. Although non-significant, the data also suggest regional summer snowline altitudes increased. This study demonstrates the complex spatial heterogeneity in snow-climate relationships and highlights how long-term snow dynamics can be queried using fine-grain (Landsat) resolution satellite data. We share our approach through a Google Earth Engine web-app that rapidly executes spatial snowline analyses for global mountain regions via a graphical user interface.
