When studies on smart city policies discuss governments' efforts to facilitate smart city development, they primarily emphasize the local government's role, as they are stakeholders in those policies. However, these studies often undervalue the significance of state industrial policies in facilitating technological innovation for smart city development. Accordingly, this research aims to answer the question of how state-driven industrial policy enables smart city development by fostering technological innovation within industries. The case study for this research is Taiwan because its state implements the 'Smart City Taiwan' policy to involve industries in smart city development actively. I examine this case from a developmental state perspective and reveal that its central government follows the mindset of a developmental state to couple the smart city vision with the national industry goal. The Taiwanese central government assigned local governments of every city to be the initial clients of firms developing smart city technologies. Meanwhile, its central government incentivised firms' engagements in smart city projects with public resources, such as funding, state-business networks, a cross-agency negotiation platform, etc. This research shows that under the developmental legacy, the smart city policy led by the state can effectively facilitate collaboration between local governments and industries, enabling the widespread use of smart city technologies and benefiting industries.

State’s role in shaping the smart city industry development

City development strategy (CDS) has transformed numerous cities in developing countries to cope with the unprecedented challenges of the twenty-first century. However, the CDS literature indicates that the needs, culture, and planning background of a city determine its CDS themes and methodologies. Drawing upon various CDS experiences, this paper provides an overview of the theory underpinning CDS, its themes, and building blocks to elucidate a more comprehensive understanding of CDS as it applies to real-world cities that have employed CDS and those who plan to do so in the future to confront their challenges and achieve their goals. This paper conducts a comprehensive systematic review, inclusive of journal articles and international CDS implementation literature as previously reported by international agencies and local governments. From this review, a number of recommendations have emerged for cities wishing to apply CDS. This paper makes a significant contribution to the CDS literature by clarifying the theoretical background, themes, and building blocks that are features of successful CDS implementation.

The literature on housing affordability has grown rapidly since Hulchanski [1995, p. 489. The concept of housing affordability: six contemporary uses of the housing expenditure-to-income ratio. Housing Studies, 10(4), 471–491] declared that housing researchers should avoid using the term since it is not a robust concept and measurement often lacks validity. In the ensuing 24 years, however, scholars have continued to debate the definition and measurement of housing affordability as well as the prevalence and type of ‘housing affordability problems’ in various countries. This paper is a think piece which takes a fresh look at housing affordability as a concept which has persisted despite considerable contestation and scepticism about its use. It provides a critical and multi-disciplinary assessment of housing affordability starting with early conceptualization of the nexus between economic principles and social norms about housing and living standards to a reworking of housing affordability in the twenty-first century as an urban issue affecting lower and middle-income households in cities, as a consequence of the financialization of housing and urban restructuring. It argues that the housing affordability concept has been repurposed such that the focus is less on understanding housing expenditures in contributing to poverty and disadvantage within the domain of social policy and more on the urban policy challenges of growing inequities in access to urban resources. The paper highlights the challenges for urban policy in adopting and adapting rather than rejecting a multi-dimensional concept of housing affordability and consequently the importance of new ways of measuring urban housing affordability.

The question of sustainability through reuse in the case of the population-exchange heritage: a critical look at the reuse types and conservation status of the Bursa churches

Walkability, a multifaceted field spanning spatial, psychological, personality, cultural, and social aspects, lacks comprehensive literature reviews that bridge its connections to architecture, urban design, and planning. This research addresses this gap by conducting a thorough analysis of walkability research trends over a decade (2013–2023), aiming to provide a comprehensive taxonomy that encompasses critical aspects such as environments the scope of analysis, research profile, walkability dimensions, and criteria, data types, data collection tools, analysis methodologies, and overall contributions. The aims of this systematic review are to (i) provide a taxonomy of walkability, including issues, settings, analysis scope, research profile, dimensions, and criteria; (ii) systematically summarize the quantitative and qualitative methods employed in the analysis; (iii) identify research trends; issues, gaps, purpose, and future directions for walkability studies. Based on 153 systematically searched and synthesized articles, the study follows the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) approach, which involves meticulously searching databases such as Web of Science and Scopus. A wide range of urban scales, from macro to micro, including city, neighbourhood, and street-level evaluations, the analyses focus on walking behaviour and walkability using a general user profile. A quantitative approach is commonly used in most studies, with a measurement-based approach using specific tools/software and a perception-based approach using surveys to analyze spatial data from the physical dimensions of walkability. The review underscores the need for a standardized classification system to enhance cross-disciplinary research in walkability, asserting its pivotal role in addressing global challenges and fostering walkable urban environments.

Does low-carbon city pilot lead to adaptation? Empirical research from 267 prefecture-level cities in China

Mitigating smog and carbon emissions is crucial for promoting sustainable urban development. Based on a comprehensive panel dataset covering 278 Chinese cities from 2008 to 2022, this study employs dynamic spatial panel data models and dynamic panel threshold models to systematically investigate the effects of green low-carbon finance (GCF) on reducing smog and carbon emissions (RSCE), including its underlying mechanisms, spatial spillover effects, and threshold effects. The key findings are as follows: (1) The development of GCF in both local and neighboring cities significantly enhances RSCE in the respective regions. (2) While local GCF indirectly promotes RSCE through green technological innovation, the spillover effects of GCF in neighboring cities on local RSCE via green innovation are not significant. (3) There exists a notable green innovation threshold effect in the relationship between GCF and RSCE, where GCF's impact on RSCE becomes significantly stronger after surpassing a certain level of green innovation. (4) A temporal analysis reveals that the influence of GCF on RSCE has markedly intensified as GCF-related policies have matured over time. This study provides critical policy implications for strategically leveraging GCF tools to foster high-quality, low-carbon urban development.
