Za svaku odabranu zemlju prvo se navode uvjeti za otkazivanje ugovora o radu, a zatim se pojašnjava koje skupine zaposlenih imaju posebnu zaštitu od otkaza. Iako se vrste i razlozi otkaza u državama članicama EU-a značajno razlikuju, uvjetno ih se može grupirati u tri najvažnije skupine. Prvu skupinu čine otkazi zbog nedoličnog ponašanja ili stava prema radu (npr. uzastopnog kašnjenja ili ponovljenog predugačkog izostanka zbog dnevnog odmora). U slučajevima grubih prekršaja, kao što su krađa, falsificiranje poslovne dokumentacije ili diskriminativno ponašanje, slijedi trenutni otkaz bez otkaznog roka. Druga skupina su otkazi vezani uz nezadovoljavajuće radne učinke, što može biti uzrokovano nesposobnošću ili lošim zdravljem zaposlenika. Tu obično treba proći više faza koje uključuju praćenje i mjerenje radnih učinaka zaposlenika, a u slučaju zdravstvenih teškoća i savjetovanje sa zaposlenikovim liječnikom. Konačno, treća skupina su ekonomski otkazi koji nastaju zbog prestanka poslovanja dijela ili cijelog poduzeća, proglašenja tehnološkog viška, reorganizacije, promjene lokacije poduzeća i drugo. Otkaz zbog tehnološkog viška većinom je praćen savjetovanjima sa sindikatima i/ili radničkim vijećem s kojim se pokušava pripremiti program zbrinjavanja radnika. This paper explores employee attitudes on pay communication and pay transparency and compares perceptions from private and public sector employees. Primary research was conducted among 353 employees working in the public and private sector in Croatia. Research results indicate that employees from the public sector, when compared to employees from the private sector, showed a more positive attitude towards pay transparency, higher preference for pay transparency and willingness to communicate one’s pay. Employees from the public sector perceive greater beneficial effect of pay transparency than employees from the private sector. The pay communication policy and level of pay transparency can act as additional factors that attract employees to the public or private sector and thus cause employee sorting between the two sectors.

Pay Transparency and Its Effects: A Comparative Analysis of Public and Private Sector

This article presents the findings of an extensive qualitative and quantitative in-depth study of precariousness among working population in Slovenia. Semi-structured interviews of a sample of people engaged in different forms of work and a survey of working population were conducted to identify the impact of the different forms of work on perceived employment and social security, access to skill and voice in the workplace, socio-economic status and future prospect. Our research confirms that implicit precariousness exists in all forms of work, but its magnitude (low, medium or high), depends on the contractual form. The greatest disparities were found in remuneration and working hours, while workers in all forms of work have only modest opportunities for training. The risk of poverty is also unrelated to the form of work and similarly all workers fear taking sick leave. There is also a pessimistic view of future prospects, including retirement. Taking into account the pandemic, which is threatening the wellbeing of millions, an ambitious response of regulatory regimes is required to ensure the best working conditions, training and fairness for all and to do so it is important to thoroughly understand various dimensions of precariousness.

The Multifaceted Nature of Precarious Work: A Mixed Methods Approach

不稳定工作的多面性：混合方法研究

Decisions related to family policy are the results of settlement of axiological dilemmas, understood as the necessity to make a choice between different types of good. These settlements are made on the basis of adopted and implemented ideologies. The article discusses the main assumptions of family policy in the liberal, conservative, social liberal and feminist perspective. Then it presents selected consequences of ideological entanglement of family policy on the example of state interference in matrimonial and procreation decisions, the right to raise children and to reconcile parental and professional obligations. The final part of the text discusses the Charter of the Rights of the Family as an example of a proposal that aims to go beyond the strict ideological framework of state policy towards the family.

Sveučilišni udžbenik Socijalna ekonomija i socijalno poduzetništvo prva je sustavna i obuhvatna domaća publikacija koja se bavi ovim područjem, a nastala je kao rezultat teorijskih radova, empirijskih istraživanja te praktičnog iskustva koje su autori, Danijel Baturina i Zdenko Babić s Katedre za socijalnu politiku Pravnog fakulteta Sveučilišta u Zagrebu, stekli angažmanom na različitim međunarodnim projektima u području socijalne ekonomije, socijalnog poduzetništva i trećeg sektora. Cilj je udžbenika pružiti čitateljima konkretna znanja o ključnim konceptima s područja socijalne ekonomije i socijalnog poduzetništva, kako bi isti mogli razvojno djelovati i polučivati pozitivne socijalne pomake.

Consumer price inflation is traditionally measured by a single number – the official rate calculated and published by national statistical agencies. This approach is characterized by simplicity and practicality, but it ignores the fact that not all households face the same price increase, that is, the fact that the inflation rate, like many other economic variables, has a distribution. Also, due to the way it is calculated, the official inflation rate is biased since it is more similar to the inflation rate relevant to richer households than to that relevant to poorer households. In this paper, we study inflation in Croatia in the period 2001 – 2021 through a distributional prism. Based on micro-data from the Household Consumption Survey, we calculate inflation rates for several types of households, different in terms of income or other characteristics. The results show that there are significant inflation inequalities. For example, for the period 2001 – 2021, the inflation rate for the poorest 10 percent of households is almost 11 percentage points higher than that for the richest 10 percent. Consequently, the official inflation rate, by construction biased towards the rich, is lower than the so-called “democratic” rate, which is by construction impartial. Using the most recent available sources, primarily Eurofound (2020), Francis-Devine (2021), Kurowski (2021), Ferretti, and Vandone, (2019), and the European Commission (2013a,b), this paper discusses and analyses the effects of social exclusion and private over-indebtedness in the European Union (EU) over approximately last 10 years. There is no official common definition of private over-indebtedness in the EU, but conditionally, an over-indebted household can be deemed as one whose existing and foreseeable resources are insufficient to meet financial commitments without lowering its living standards, which has both social and policy implications if this means reducing them below what is regarded as the minimum acceptable in the country concerned. Thus, it is difficult to assess the exact number of over-indebted people, but without a doubt, this phenomenon is not trivial and is on the rise. Private over-indebtedness is an important factor of social exclusion which causes serious private and social problems, and, therefore, attracts considerable public interest. Debt problems can be a contributing factor to household tensions and their possible disintegration. The consequences can be as complex and dangerous as divorce and/or homelessness, and almost always lead to the social isolation of the affected person and members of their household. This is mostly triggered by insufficient financial literacy of the population but also due to an increased demand for new products and services that often exceed the personal financial capabilities of most people. The paper explains the situation and encompasses the conditions at the EU level, underlying the differences between old and new EU member states. While the differences between them are larger than the similarities, in most countries, total household debt grew faster than disposable income. This raised concerns about the potential adverse impact of an increased debt burden on financial stability. The article also provides measures for the prevention of private over-indebtedness at the international and national level, which can, with relatively slight adjustments, be implemented in various countries. Cluster analysis conducted in this paper endorsed the notion that clusters that consist of more developed countries in the EU had higher levels of household debt, while clusters consisting of countries with the lowest real GDP per capita had the lowest levels of household debt as a percentage of GDP. Furthermore, the results of the research showed that financial freedom and income inequality were not exclusively linked to notably high or low household debt. The most obvious limitation of our paper is the complexity of the topic which required further scientific research, particularly regarding the conditions of COVID-19 and increased inflation rates around the world. Social Exclusion and Private Over-indebtedness in the EU

With the increasing prevalence of Autism Spectrum Disorders (ASD) in the general population, the number of parents of children with ASD is also on the rise. Parents face numerous challenges in providing care for their children while trying to meet their needs. The aim of this study was to gain insight into the perspective of parents of children with autism regarding the challenges they encounter. Qualitative research was conducted with a sample of 8 participants. Data were collected through semi-structured interviews and analyzed using thematic analysis. Research results show that parents encounter difficulties related to the child’s undesirable behaviors: in adjusting to new parenting demands, coping with parental stress, advocating for the child’s rights, dealing with the inadequacies of the educational system, and adapting to changes in family life dynamics. Parents receive support from professionals and informal support from close individuals, but they also emphasize the lack of support. Participants’ recommendations for improvement in parenting children with autism spectrum disorders focus on parental engagement, enhancement of rights and social services, timely intervention, as well as interventions in the educational system. Analysis of the results and literature indicates that the challenges of parenting children with ASD are specific compared to other children with developmental disabilities, and certainly parenting in general. This research is the starting point for further research that will deal with comprehensive social support and the needs of family members who have a member with ASD. Izazovi u skrbi za djecu s poremećajima iz spektra autizma

The aim of this research was to examine attitudes about gender roles in marriage (GRA) and striving for achievement (SFA) as antecedents within a model of work-family conflict on a sample of employed spouses in Croatia. Job (assessments of psychological requirements and social support at work) and family characteristics (quality of family functioning and social support in the family) were examined as mediators of the relationship between SFA and GRA with work-to-family (WFC) and family-to-work conflict (FWC), along with studying the model invariance regarding spouse gender. The study was conducted on a total of 358 employed spouses in Croatia who have at least one child in the household, using the research method of self-assessments. The results show support for complete mediation of higher levels of favourable work and family assessments in the relationship of more egalitarian GRA and lower SFA of spouses with lower levels of WFC and FWC. Organizations should be aware of and support the differences in the strivings and attitudes of their employees as well as the diversity of their life roles. Key words: work-family conflic

Gender Role Attitudes and Striving for Achievement as Antecedents of Work-family Conflict in Employed Spouses in Croatia

Parenting represents the most beautiful but at the same time the most demanding role in the life of one parent. Modern parenting is very different from a few years ago due to numerous changes – in the work market, in the composition of families, in the relationship between men and women, by the appreciation of parental authority, and also by the relationship between parents and children. Given the complexity of the roles that modern parents have to coordinate, as well as the complexity of problems in the behavior of children and young people today, parents often need the help of professionals in parenting, which is still insufficiently widespread and known in our country. The aim of the paper is to describe and highlight the importance of professional education programs for parenting, the reasons for the inclusion of parents in parenting support programs, the characteristics of participants involved in the programs, and their expectations of the program itself, using the systematic review method of previous research on this topic. Although the necessity of professional assistance and support for parents is regulated by numerous laws and regulations, in Croatian practice we must nevertheless emphasize insufficient awareness of the need and benefits of professional support programs for parenting. Therefore, this paper aims to encourage the scientific, professional and general public to reflect and act at societal level on the importance and benefits of such programs, and to reduce the stigmatization of parents who are included in these programs, which is still present in our society.
