Achieving a sustainable future for lived landscapes like the Great Barrier Reef requires understanding how local communities collectively envision their futures and prioritise socio-economic and environmental goals. Public deliberation is a method for creating conditions whereby citizens reflect on how their collective values and beliefs – including social, economic and environmental goals – inform decisions regarding the best course of action. In this article, we explore the potential of place-based, small-group deliberation as a method for envisioning and prioritising the social, economic and environmental goals of communities within the Great Barrier Reef region. Drawing on observations from a pilot process conducted with local residents in Townsville, the largest population centre in the Reef region, we examine and reflect on the strengths and weaknesses of implementing deliberative methods in the real-world context of the Reef. We also discuss how place-based forms of deliberation could play a role in supporting communities to envision and navigate sustainable regional futures within the context of climate change and other pressures on the Reef, and identify areas for future research and practice.

Globally, there is an increasing trade-off between efforts to attain human water security and minimise ecosystem threats. Poorly planned efforts to meet current human water demands may jeopardise the ecological integrity of the river basins and may put future water security at risk. This article assesses the trade-offs between the future human and ecosystem water security threats in the South East Queensland Region, Australia. The article evaluates future water security threats based on a set of water and ecosystem services-related indicators and an ensemble of all climate change scenarios and models on water flow. It predicts the hotspots with higher human water security and ecosystem threats in 2040. The article finds that 52.1 per cent of the region may be affected in 2040 with either higher human water security risk or ecosystem services risk and, in some cases, with both. The challenge of managing the trade-offs is complex in regions with higher economic activities, which cover 16.3 per cent of the region. The research recommends that mitigation measures that address human water provision and nature conservation will need to be balanced and put at the same level of importance in these regions that are more affected.

Ecosystem and human water security trade-offs in a context of climate change in South East Queensland Region, Australia

Addressing inequities in rooftop solar access is crucial to achieving decarbonisation and energy justice goals. This study contributes to the literature by applying an adapted consumption values model to the rooftop solar context and by examining renters' perceptions of factors that would reduce barriers to solar uptake. An online survey (n = 331) of Australian households reveals that value-for-money perceptions are the only significant difference between adopters and non-adopters of solar. Structural equation modelling shows that, while idealistic values influence attitudes towards rooftop solar, pragmatic values drive installation intentions, which is aligned with prior research. Logistic regression shows that the higher the functional value (defined as the perceived utility of a product based on value for money, performance or quality perceptions) and the higher the conditional value (defined as the perceived utility of a product based on the circumstances faced by the decision maker), the higher the odds of installing solar. The findings are consistent with studies reporting significant cost barriers to solar adoption. Several recommendations for policy makers and practitioners are made to support equitable access to rooftop solar and help address the negative effects of past policies that favoured homeowners over renters.
