Responding to the growing issue of ‘journal hijacking’

Through the lens of food security this paper explores how community-based organisations (CBOs) in low-income neighbourhoods in Cape Town (South Africa) and Cali (Colombia) responded to the COVID-19 pandemic. In understanding how they engaged with and operationalised governance in times of crisis, we are able to critically engage with hybrid governance practices in these contexts and explore their potential to support equitable resilience. The findings are based on 12 months of qualitative research in both cities, including interviews and focus groups with community leaders and weekly digital diaries with local residents. We show how CBOs were able to supplement the state, build partnerships through boundary spanning and act as mediators and brokers by leveraging their trust-based networks to support distributive, procedural and recognitional resilience in their neighbourhoods. We argue that in contexts of vulnerability and rapidly changing conditions, hybridising governance is a more appropriate way to understand these processes, which may result in contested rather than integrated outcomes. Moreover, we find that while CBOs are highly effective first responders in times of crisis, without effective state partnership – in other words, hybridity that includes the state – their potential for longer-term systemic, equitable resilience remains limited.

Contaminated vegetables grown and consumed in cities of the global South have adverse public health consequences. Through interviews with farmers, traders, consumers and institutional representatives, this article explores why stakeholders in the irrigated vegetable value chain in Accra continue unsafe practices. The multi-stakeholder data are analysed by combining a behavioural model with a framework of complex stakeholder interactions. Arguably, a systemic approach would help meet stakeholders’ opportunity, capability and motivation needs and actualise current efforts to promote safe practices. Findings indicate the need for all stakeholders to develop a shared understanding of each other’s practices and co-design flexible arrangements that better integrate their diverse rationales, knowledge and constraints. Improving hygiene and food safety from farm to fork requires political commitment that accounts for land tenure insecurity and the high cost of safe water.

This article focuses on the place of local governance in the management of the COVID-19 pandemic in Indian cities. It situates pandemic governance in the evolving debates around decentralisation and its various strands, such as participative governance, service delivery, institutional capacity and performance, proximity of institutions and representatives, and representative democracy. The pandemic was a crisis that placed multiple governance and service delivery challenges on the state. Local governments had to innovate and deliver on multiple fronts in a highly uncertain and challenging context. To what extent were these innovations linked to the past trajectories of local governance? What happened to these innovations after the pandemic? On the basis of case studies of two highly diverse cities, the article argues that pandemic governance was circumscribed by the past trajectories of local governance. Further, it seeks to ask whether the pandemic contributed to an awareness of the need for democratic decentralisation or whether it intensified ongoing trends towards de-democratisation.

Gaining agency? Pandemic governance and the Indian city

The exodus of millions of domestic migrants from Indian cities during COVID-19 highlighted the failure of urban governance to address their vulnerabilities and reconfirmed that migrant integration is an intractable policy problem, where actors take oppositional and irresolvable positions. Drawing on frame analysis, which outlines agenda-setting aspects of complex policy issues, this paper explores the ideas, perceptions and beliefs of diverse governance actors – politicians, bureaucrats and civil society members – and questions whether the COVID-19 migrant crisis generated new directions in the urban governance of migration. Results show that the COVID-19 crisis generated framing contests around the role of cities in migrant inclusion that shaped new governance agendas regarding improving urban services and welfare delivery. However, owing to a persistent belief in rural sedentarism, COVID-19 failed to act as a tipping point for definitive policy towards improved urban governance of migration. The findings suggest that deeper analysis of policy frames can enrich literature on the governance of domestic migration and encourage theoretical convergences between domestic and international migration.

Crisis as inflection point in the urban governance of domestic migration in India: a policy frames analysis

The Integrated Command and Control Centre (IC3) has emerged as a key component of the Smart Cities Mission (SCM) in India. Although the mission has been widely critiqued, IC3s were used for communications, resource allocation and inter-departmental coordination in many cities during the COVID-19 pandemic. This study, based in the state of Kerala, uses in-depth interviews with personnel who were actively involved in the pandemic response, along with secondary data, to examine how the IC3 was used. The research finds that the vision of digital transformation and centralisation is reinterpreted by various layers of the state. The paper propounds the idea of the ‘entropic state’ to explain the situation where state agencies are able to act synergistically in an emergency, but default back to misalignment and internal competition once the crisis has passed.

The Covid pandemic was expected to provide a catalyst for better service provision by governments in general and local governments in particular. However, the complexity of governance suggests that citizens’ expectations of performance of constitutionally assigned roles may not always meet the realities of state–state relations. This paper provides a nuanced example of the interplay between state–state relations, citizens’ expectations and state–society relations in a three-tiered multi-governance context. Using findings from a virtual focus group discussion and online survey conducted in the first-wave lockdown in Lagos, Nigeria, it is shown that existing state–state relations influenced the relegation of local governments in the Covid-19 response structure, while citizens’ expectations continually demanded their visibility in service provision, a role that community actors and civil society groups took up. It is argued that it is not enough for services (particularly in health emergencies) to be provided in local government areas and through local governments, but services provided by local governments provide the competency local governments need to partner with civil society and other actors, thereby strengthening their capacity to assume devolved roles.
