Only a small number of Africa’s many civil wars since independence have ended with rebel victory, and an even smaller number of those victories have seen rebels transition into successful rulers able to create durable political systems that persisted for decades following the ouster of the ancien regime. In East Africa after Liberation, Fisher considers several flagship cases from the 1980s and 1990s—Uganda’s National Resistance Army (nra), the Rwandan Patriotic Front (rpf), the interlinked Eritrean People’s Liberation Front (eplf), Ethiopian People’s Revolutionary Democratic Front (eprdf), and Tigrayan People’s Liberation Front. With compelling theoretical insight and rich empirical detail, Fisher shows how, after these “post-liberation” insurgencies won their wars, their leaders then renovated regime politics in the states that they captured and became new governing elites. He also shows how they shaped Africa’s regional politics, both in conjunction and, ultimately, at odds with one another.At its heart, this book is about how revolutionary ideologies about state–society relations were refracted through social relationships within and across insurgency movements both during and after victory. It is about how movement leaders sought to invest their liberation mindsets not only into building cohesive rebel organizations but also into the development of pragmatic solutions to the domestic and regional challenges of maintaining their regimes after victory.In the book’s substantive chapters, Fisher develops this story across three periods, which also serve as key conceptual categories. Taking each rebel movement in turn, Chapters 1 and 2 examine the first category of “insurgency,” the initial period when rebel leaders acquired their liberation ideologies and deployed these ideas in building and sustaining their movements during their wartime experiences. This section also shows how leaders developed relationships across movements based on shared characteristics, ultimately leading to the formation of what Fisher describes as a “collective.”In the second category, “Liberation” (Chapters 3–4) refers to how this distinct category of actors—victorious rebels now rulers—consolidated new regimes at home and built their collective affinities into a formidable regional power bloc in East and Central Africa, while continuing to wear strident revolutionary ideology on their sleeves. Chapters 5 and 6 deal with the culmination of these events into a regional “crisis,” when these four regimes meddled in the Great Lakes and sparked a complex and protracted regional conflict following their ouster of Mobutu Sese Seko, Zaïre’s dictator. Very soon after this episode, by virtue of shifting priorities of regime security and competitive jockeying for regional dominance, the liberation alliance unraveled and issued into the “wars between brothers”—Rwanda vs. Uganda, and Ethiopia vs. Eritrea—still packaged as ideological battles.The main strength of this book is its effort to take seriously the notion that “ideas matter” and to operationalize it theoretically and empirically. Fisher successfully weaves the cases through time while providing conceptual markers for how the ideological frameworks of East African leaders elided and collided with rebel, regime, and regional governance. Yet although the stories of Uganda, Rwanda, Eritrea, and Ethiopia are important to tell, their convergence into a similar theoretical stream deprives the book of comparative leverage vis-à-vis the stories of political development in other African states. This shortcoming is not, however, a deal breaker by any means.Another core strength of this book is Fisher’s ability to build relationships in the field, establishing credibility with key actors and penetrating networks of elites that often refuse to tell outsiders about the inner workings of their politics. For all its refreshing audacity, however, this methodology also points to potential pitfalls, among them the uncritical reproduction of elite narratives. Although Fisher discusses the challenges that accompany this kind of research, the next step should be a more thorough attention to the distinct caveats involved in talking to Africa’s politico-security elites.East Africa after Liberation makes critical contributions to our understanding of the intersections between domestic and regional politics in four pivotal East African states. Whereas the prevailing literature tends to focus on the instrumental motivations of Africa’s political actors, Fisher’s more sociological approach considers the frames of meaning that guide the behavior of the revolutionary elites who had to govern fragile states within contentious neighborhoods. It also has broader implications regarding political order in Africa more generally. This book is essential reading for the study of contemporary African politics.

East Africa after Liberation: Conflict, Security, and the State since the 1980s by Jonathan Fisher

In examining records from the U.S. Census Bureau and from the Japanese Consulates General in the United States, Jin estimates that 50,000 Nisei Japanese (citizens born in the United States) departed the United States for Japan or the territories of the Japanese Empire in the first half of the twentieth century—approximately one-fourth of the Nisei Japanese in the United States during this era. The scholarly and popular historical works about the Nisei Japanese, which are hardly numerous, generally discuss these people as an Asian American minority rooted within the United States. Jin’s use of sources from both sides of the Pacific, however, discovers that for the Nisei Japanese, transpacific migration was more “the norm rather than the exception.” The diversity of their experiences is the major theme throughout this well-researched study.Some of the Nisei Japanese went to Japan to join their families and others to study the Japanese language, to find work, or to find a spouse. Most were also driven from the United States by anti-Asian immigrant movements, especially in the American West. Asian-exclusion sentiment was often supported by state and national laws, such as the Chinese Exclusion Act, the 1924 Immigration Act, and various alien land laws. Executive Order 9066 was eventually to confine first-generation Japanese and Nisei Japanese to interment camps in the American West, following the Japanese military attack on Pearl Harbor.Although Jin often uses the concept of diaspora effectively as a framework to interpret the transpacific experiences of Nisei Japanese, the individual stories about various Nisei Japanese experiences in the first half of the twentieth century are particularly engaging. For example, Toshiko Inaba’s American citizenship was revoked after his marriage and divorce in Japan. David Akira Itami, who was held at the Manzanar internment camp after the attack on Pearl Harbor, joined the U.S. Army as a language specialist during the war and afterward at the Tokyo War Crimes Trials. Kanji Kuramoto and Kaz Tanaka Suyeishi somehow managed to survive the atomic bomb dropped on Hiroshima. Such are just a few of the book’s many stories that demonstrate the legal, social, and personal hardships faced by transpacific Nisei immigrants.Citizens, Immigrants, and the Stateless is an important contribution to the fields of immigration and Asian American history due in no small part to Jin’s polished writing skills. His combination of clear historical description, context, and analysis with just the right amount of sociological and interpretive language helps to make book both readable and informative. The endnotes and bibliography demonstrate his significant bilingual and transnational research of primary, secondary, and popular source material.Citizens, Immigrants, and the Stateless is not simply a study of a marginalized immigrant group “caught between two worlds.” It portrays a diverse people who had to exercise considerable initiative to navigate multiple social, legal, national, and geopolitical contexts. Although complex factors, such as racism in the American West and the deteriorating geopolitical relations between Japan and the United States, affected the Nisei immigrants as a group, Jin demonstrates that they were more than capable of making decisions on an individual basis whenever the opportunity arose. On a broader scale, the Nisei Japanese experience is directly related to the issues of racism, immigration, imperialism, and war that are fundamental in any discussion of twentieth-century history.

Abstract Domestication is a set of processes that requires active reconfigurations of interspecies relations, environments, and technologies. In this view, both ethnographic and historical sources help us track the exact ways that domestication as a practice actively reveals and conceals relations of power among people and between people and other animals. Two pertinent cases—training rats in Tanzania to detect landmines and releasing mosquitoes to deter the transmission of pathogenic viruses in Brazil—take place in contexts where animals are being modified to achieve certain developmental, medical, or humanitarian goals. These animals, like any in the history of domestication, breach boundaries, crossing wild and domestic categories, in these cases at the moment and experience of being bitten. These moments draw our attention to the stakes involved in thinking about domestication.

Abstract The concept of nonhuman agency is a contentious issue in historical discourse, provoking disagreement due to its loose definition. The lack of a consistent definition for the term has led to varied and contradictory interpretations, sometimes rendering it counterproductive. Diverse theoretical models across disciplines engage questions of nonhuman agency, spanning Indigenous methodologies, actor-network theory, and new materialisms. Exploration of early modern scientific study of animals reveals the importance of rooting theories of nonhuman influence in concrete historical processes rather than abstractions and within the context of period actors’ categories. Challenging the centrality of nonhuman agency in historical discussions prompts a deliberate consideration of its role for historians, suggesting alternative ways of valuing and analyzing past human entanglements with nonhumans, and questioning whether agency must remain so central to discussions of the more-than-human.

Abstract Textiles played a crucial role in defining gender, rank, and race in British imperial expansion during the long eighteenth century. This period saw an emphasis on whiteness in skin and cloth, symbolizing social status and racial hierarchy, with laundering, largely performed by low-ranked and racialized women, maintaining pristine garments representing social “whiteness.” Everyday clothing, its care, and the opulent societal lifestyle of the elite, characterized by events such as masquerade balls, upheld the imperial ethos of race and reinforced social hierarchies. A critical history of empire must examine fabrics and their use, as well as the motivations behind material whiteness.
