In this paper, we explore how government policies in the field of transport may affect future freight rates, transit times, and delivery reliability. In particular, attention is paid to the ‘absorptive capacity’ of freight carriers, i.e. the extent to which they can reduce the effects of such policies by adapting their operations. Two policy scenarios are examined: one in which marginal social cost pricing becomes policy in the European Union, and one in which investment in infrastructure networks is insufficient to accommodate the future increase in traffic demand, inducing a strong increase in congestion. Six modes of transportation are included in the analysis, namely road haulage, rail transport, inland navigation, short sea shipping, airfreight, and deep sea container shipping. The study relied on experts’ opinions and estimations, which were collected by means of a Delphi survey. The expectation is that notably road transport will face difficulties in coping with the two scenarios. Its absorptive capacity proves to be the lowest, which deteriorates its competitive position vis-a-vis other modes. Yet, a weakened competitive position of road haulage is also expected autonomously.

Flexibility of Freight Transport Sectors. An Exploration of Carriers' Responses to External Pressure on Prices and Service

Frequency of services and vehicle size are important policyinstruments of railway companies. Extending Mohring's basic 'square root model' for frequencies, we arrive at more general formulations for frequency, vehicle size and price under alternative regimes of welfare and profit optimisation. It appears that in the more refined models the frequency response of railway companies with respect to changes in passenger volumes is not far removed from the standard square root result. After the formulation of theoretical models we also carry out an empirical analysis where choice of frequency and vehicle size are analysed with special attention paid to the level of occupancy rates. It appears that average occupancy rates are low in rail transport. As a result the frequency and vehicle size response of the railway company appears to be low. It is estimated that an increase in the number of passengers of 1% leads to an increase in the supply of capacity of about 0.5 % (a frequency increase of about 0.35% and an increase of vehicle size of about 0.15% ). This has important implications for the environmental costs of railway firms. Given the low occupancy rate, an additional passenger does not lead to a proportional increase in capacity so that the marginal costs are lower than the average costs.

Choice of Frequency and Vehicle Size in Rail Transport. Implications for Marginal External Costs

This paper addresses the issue of why measures designed to ease traffic congestion have met with limited success in North American cities. To this end, specific types of supply and demand strategies (i.e., roadway construction, jobs-housing balance and the compressed workweek) are discussed emphasizing behavioral responses to them. With respect to roadway construction, evidence of induced travel from recent studies undertaken in the United States is presented. With respect to the two remaining strategies, two studies conducted in Canada employing simulation models are described. Finally, activity-based travel demand models are discussed as a promising means for forecasting both anticipated and unanticipated behavioral responses to mitigation measures, thereby enabling policy makers to make informed decisions as to whether the measures merit implementation. OVERCOMING TRAFFIC CONGESTION. A DISCUSSION OF REDUCTION STRATEGIES AND BEHAVIORAL RESPONSES FROM A NORTH-AMERICAN PERSPECTIVE

The agglomeration of airports into multi-airport regions (MARs) has become one of the salient features of the worldwide air transport system in the last decades. Meanwhile, in China, the development of HSR is growing quickly, and is both competitive to and cooperative with the aviation network. To date some research has focused on the airport classification with aviation network properties within the specific MARs. However, little research comprehensively integrates complementary transport systems (such as civil aviation versus high-speed rail (HSR)) into the analytical framework for airport classification. The purpose of this paper is to identify the unique nature of component airports and their distribution in MARs in China from multiple perspectives by accounting for the influence of the HSR system. Airports are classified along multiple dimensions including competitive concentrations, the interaction between air transport and HSR, and airport community structure, among others. The results produce distinct partitions of the component airports in Chinese MARs, and provide insights into Chinese airport functionality and impacts of the HSR network on the distribution of different types of airports. The conclusions provide a more comprehensive assessment of airports’ spatial arrangement in the unique Chinese MAR context.  Although this paper did not derive the market share allocation and co-opetition relationship between a specific airport and HSR, it proposed a basic framework for future research.

Airport classification in Chinese multi-airport regions

In this study, we test the extent to which people who reside in hypothetically car-independent neighbourhoods travel  multimodally and perceive themselves as car dependent. We used the Flemish region as our study case, and defined a car-independent neighbourhood as an area with a high node and a high place value. A cluster analysis with four constituent variables – car use frequency, bicycle use frequency, vehicle kilometers travelled (VKT) and the need for a car to carry out daily activities - led to defining four heterogeneous groups of car owners. We labelled the groups as car-dependent motorists - long distance, car-dependent motorists - short distance, car-independent cyclists and car-dependent cyclists. We found all clusters to be to some extent multimodal. For our selected study area, car ownership does not necessarily induce perceived car-dependence among people who can easily get around by bicycle. Nevertheless, even in an urban setting and when exhibiting multimodal travel patterns, people can perceive their car as indispensable. Perceived car dependence is not necessarily correlated with high VKT or high frequency of car use, neither can we conclude that multimodal behaviour necessarily leads to less VKT.

Perceived car dependence and multimodality in urban areas in Flanders (Belgium)

It is widely expected that automated vehicles (AVs) will revolutionise travel experience by better facilitating various on-board activities. While these activities could make travel more pleasant, as is often supposed, they could also affect daily schedules, the related travel choices, and finally, the aggregate travel patterns – possible influences that are still insufficiently studied. For example, a morning commuter deciding to perform some home or work activities during travel, instead of at home or work, could also reconsider his departure time to work. More such travellers together could reshape traffic congestion. This paper models exactly this scenario. It formulates new scheduling preferences, which account for home and/or work activities during morning commute, and uses these (1) to analyse the optimal departure times when there is no congestion, and (2) to obtain the equilibrium congestion patterns in a bottleneck setting. If there is no congestion, it is predicted that AV users would depart earlier (later), if the on-board environment supports their home (work) activities. If there is congestion, AV users that perform home (work) activities during travel skew the congestion to earlier (later) times, and AV users that perform both activities increase both early and late congestion. Engaging in any activity during travel worsens congestion, at least when assuming that AVs do not increase bottleneck capacity. If future AVs would be specialised to support only home, only work, or both home and work activities, and would do so to a similar extent, then ‘Work AVs’ would increase the congestion the least.
