Accounting in Europe

Although Switzerland is not a member of the European Union, the EU directives have largely influenced the Swiss accounting regulation. IFRS also have been highly influential since many large companies used them long before they became mandatory for listed firms. Moreover, IFRS served as a benchmark for the development of Swiss GAAP. This article compares the current Swiss accounting regulation to the new EU accounting directive and to IFRS. Despite many similarities, the Swiss regulation retains major specificities, the most notable being the permission of hidden reserves.

The Role and Current Status of IFRS in the Completion of National Accounting Rules – Evidence from Switzerland

In this essay, I will discuss whether the conventional wisdom of auditing is well suited to address the most pressing challenges facing the audit profession. I argue that some of the classic foundations of auditing may need to be reconsidered and adapted if the profession is going to retain its role as a trusted third-party assurance provider. The specific issues considered in this essay include the role of university education for entering the profession, the nature of standardization in the audit process, the impact of auditor tenure on audit quality, the underlying difficulties of achieving independence, the nature of the expectation gap, and the appropriate role of audit regulation and enforcement. While not complete, I use these issues to offer some observations about how evolution in our thinking about these core concepts may be needed for business, markets and societies to continue to instill trust in the assurance we provide.

The ‘Conventional Wisdom’ of Auditing: Can the Traditions of Auditing Rise to New Challenges?

This paper draws on the sociology of professions to explore the professionalization of accounting in Poland. The aim is to analyse the ways in which actors in the accounting field establish their jurisdiction in the public, legal, and workplace arena. The study draws on Polish data and examines how higher education institutions (HEIs) and international and local professional accounting associations (PAAs) cooperate and compete to maintain jurisdiction in an unstable market, where only statutory auditing has legal jurisdiction. Our findings emphasize the importance of HEIs' and international PAAs' collaboration in maintaining jurisdiction, and they highlight that workplace jurisdictions held by HEIs and local and international PAAs are weak. Thus, the paper provides insights into the relationship between international PAAs and accounting education in universities, and it demonstrates the transformation of accounting education towards an increasing marketization.

The European audit reform of 2014 imposes, inter alia, a cap on the fees of non-audit services (NAS) for Public Interest Entities (PIEs). Prior academic findings do not provide consistent evidence that NAS impair auditor independence, and it is thus unclear whether a cap effectively enhances audit quality. Our study examines the impact of this cap on audit quality for listed PIEs across the EU from 2013 to 2018. We find that the cap decreased earnings management and increased audit fees for affected PIEs, i.e., those that exceeded the 70% cap before the reform, compared to unaffected PIEs. We document that the effect occurred immediately, persisted in 2017 and 2018, and was driven by companies with non-audit fees exceeding their audit fees before the reform. Furthermore, we show that the improvement in audit quality post-regulation is generally more pronounced in the sample of Big 4 clients.
