The Review of Environmental Economics and Policy fills the gap between traditional academic journals and the general interest press by providing a widely accessible yet scholarly source for the latest thinking on environmental economics and related policy. The Review publishes symposia, articles, and regular features that contribute to one or more of the following goals:   •to identify and synthesize lessons learned from recent and ongoing environmental economics research;  •to provide economic analysis of environmental policy issues;  •to promote the sharing of ideas and perspectives among the various sub-fields of environmental economics;

Review of Environmental Economics and Policy

Economic losses from natural disasters have been increasing in recent decades. This has been attributed mainly to population and economic growth in disaster-prone areas. Future natural disaster losses are expected to increase due to a continued increase in economic exposure and climate change. This highlights the importance of designing policies that can mitigate the impacts of these disasters on the economy and society. A rapidly expanding literature has estimated the direct (e.g., property damage) and indirect (e.g., gross domestic product growth, trade) economic impacts of natural disasters. This article reviews this emerging literature. We synthesize the main theoretical, computational, and empirical methods used, summarize key findings on the economic impacts of natural disasters, and discuss factors that have been found to mitigate disaster impacts. We conclude by identifying lessons for policymakers and outlining an agenda for future research in this field.

The Economic Impacts of Natural Disasters: A Review of Models and Empirical Studies

Wildfires during the 2019–2020 Australian fire season killed 33 people and more than 1 billion animals, destroying almost 40 million acres of bushland and more than 3,500 homes. The objective of this analysis is to identify regional forestry management weaknesses that may have exacerbated these losses, focusing on economic components of existing Regional Forestry Agreements (RFAs). I accomplish this objective by reviewing the RFA development process, mapping RFA content to international climate change frameworks, and comparing RFA contents with pertinent economic literature findings. I find that RFAs’ development and implementation relied on market valuation of forest products while excluding nonmarket environmental values. The connections from RFAs to international climate and domestic wildfire policy were weak. Furthermore, RFAs disregarded moral hazard around plantation forest management and wildfire mitigation risk. Future RFA development needs to include nonmarket valuation of a suite of environmental resources, recognition of dynamic wildfire risks in the midst of climate change, precise descriptions of private and federal plantation forest wildfire prevention responsibilities, and explicit connections between RFAs and state and federal policy to mitigate wildfire risk.

The Role of Natural Resource Valuation in Australian Regional Forestry Management

We describe new data on diversity within the Association of Environmental and Resource Economists (AERE), with a focus on association membership and publication in the association’s flagship journal, the Journal of the Association of Environmental and Resource Economists (JAERE). We use these data to provide an update on the status of women in AERE and to extend the scope of diversity measures to describe the professional position, employer, alma mater, degree year, and degree country of JAERE authors. We find that AERE’s female membership share was approximately 29 percent in 2020. Compared with membership, women served in AERE leadership roles at higher rates and accounted for a smaller share of JAERE authors. In terms of international diversity, 72 percent of JAERE authors were employed in the United States, 78 percent of authors with PhDs earned their degrees from US schools, and 15 percent of authors obtained undergraduate degrees from schools outside the United States, Canada, and the European Union. We also show that 25 percent of JAERE authors were affiliated with 10 employers and 40 percent of authors obtained their highest degrees from 10 schools.

New Evidence on Diversity in Environmental and Resource Economics

Several of the most pressing environmental problems involve transboundary issues and can be solved only through international cooperation. Hence, a successful policy response requires a good understanding of international environmental agreements—the primary tool for international cooperation. What motivates participation in environmental agreements, and how can it be increased? These questions have been addressed in economic research, mostly using game theoretical approaches, in models that predict the optimal emission abatement and participation levels. Our survey focuses on a contiguous body of work: the empirical literature on environmental treaty participation. The scope of this paper is to compile the first detailed survey of the empirical literature on participation in environmental agreements, summarize its findings, and enable better comparison with theoretical predictions.

The Participation Dilemma: A Survey of the Empirical Literature on International Environmental Agreement Ratification

Addressing the poverty and distributional impacts of carbon pricing reforms is critical for the success of ambitious actions in the fight against climate change—from both the political economy perspective and the social welfare perspective. This article systematically reviews the following four channels through which carbon pricing can potentially affect poverty and inequality: consumption, income, health, and revenue recycling. It finds that the channels differ in important ways along several dimensions; as such, a blanket assessment of whether carbon pricing is progressive or regressive may have limited value in informing policy designs. The article also identifies several key gaps in the current literature and discusses how policy designs could take into account the attributes of the channels in mitigating the impacts of carbon pricing reforms on households.

In January 2023, the US federal government finalized a national strategy to develop natural capital accounts and associated environmental-economic statistics. Implementing natural capital accounts and environmental-economic statistics is the logical next step in the evolution of national economic statistics and is possible because of new technology, methods, and political will. Natural capital accounts and environmental-economic statistics will require engagement by the research community, because there is still substantial work to do. They will also open new avenues for research. Here, I provide a brief description of the US national strategy to develop natural capital accounts and associated environmental economic statistics, offer the context for this national strategy, discuss some potential uses, and identify potential areas where new research is likely needed.
