Recent empirical work in several economic fields, particularly environmental and energy economics, has adapted the regression discontinuity (RD) framework to applications where time is the running variable and treatment begins at a particular threshold in time.In this guide for practitioners, we discuss several features of this "Regression Discontinuity in Time" (RDiT) framework that differ from the more standard cross-sectional RD framework.First, many applications (particularly in environmental economics) lack cross-sectional variation and are estimated using observations far from the temporal threshold.This common empirical practice is hard to square with the assumptions of a cross-sectional RD, which is conceptualized for an estimation bandwidth shrinking even as the sample size increases.Second, estimates may be biased if the time-series properties of the data are ignored (for instance in the presence of an autoregressive process), or more generally if short-run and long-run effects differ.Finally, tests for sorting or bunching near the threshold are often irrelevant, making the framework closer to an event study than a regression discontinuity design.Based on these features and motivated by hypothetical examples using air quality data, we offer suggestions for the empirical researcher wishing to use the RD in time framework.

Regression Discontinuity in Time: Considerations for Empirical Applications

Food, energy, and water (FEW) systems play a fundamental role in determining societal health and economic well-being. However, current and expected changes in climate, population, and land use place these systems under considerable stress. To improve policies that target these challenges, this review highlights the need for integrating biophysical and economic models of the FEW nexus. We discuss advancements in modeling individual components that comprise this system and outline fundamental research needs for these individual areas as well as for model integration. Though great strides have been made in individual and integrated modeling, we nevertheless find a considerable need for improved integration of economic decision-making with biophysical models. We also highlight a need for improved model validation.

Integrated Assessment Models of the Food, Energy, and Water Nexus: A Review and an Outline of Research Needs

The financial system could help achieve the global climate targets by aligning investments to sustainability. However, investors are largely exposed to carbon-intensive assets that could become stranded, thus delaying the low-carbon transition and bringing new sources of risk for financial stability, i.e., climate-related financial risks. Here, we discuss climate-related financial risks, the challenges they pose to traditional economic and financial risk assessment, and the implications for the implementation and feasibility of climate policies. We then present science-based approaches that introduce forward-looking climate risks and their deep uncertainty in financial risk management (e.g., via the climate value at risk, climate spread, climate stress-test). Finally, we present results of applications aimed at pricing climate risks in investors’ portfolios and calculating the largest losses that could lead to systemic risk, in collaboration with leading financial institutions.

The literature abounds with evidence that consumers are critical of many new technologies used in modern food production. Influenced by the work on risk perception and technology acceptance in the 1980s, research has aimed to better understand the controversy around new food technologies. Whereas early contributions focused on risk perception and the lay-expert divide in objective and subjective risk perception, more recent research has turned to the role of emotions, moral judgments, and worldviews. This article takes stock of the theory and findings in this literature. In addition to providing an overview of the developments in the economic and sociopsychological literature, the review discusses selected topics related to consumer preferences for food technology and the determinants of food technology acceptance.

Consumer Acceptance of New Food Technologies: Causes and Roots of Controversies

Despite growing policy commitment and decades of extensive research, nutritional deficiencies remain a key challenge for health systems worldwide. In addition to causing significant personal costs for those affected, indirect effects, such as reduced overall human capital accumulation or losses in labor productivity, can impose substantial obstacles for the achievement of economic development goals. This review provides an overview of the impact of key interventions aiming to improve nutritional intake in order to reach better physical health and cognitive outcomes among children in developing countries. We argue that, although promising interventions exist, malnutrition is a complex problem, likely requiring a stronger focus on multifactorial approaches. Moreover, more research is necessary to maximize compliance and sustainability if interventions are to successfully transform into large-scale policy programs. We further discuss the emerging double burden of malnutrition as a key challenge for policy makers in resource-poor settings.

Harnessing the Impact of Climate Change, Technology, and Institutions for Decarbonization

The focus of this review is the shadow economy (SE) in agriculture. Our research aim is to empirically quantify the SE in the agricultural sector based on data collected in the EU-15 member states from 1996 to 2019. We apply the multiple indicators multiple causes model to estimate the levels and development of the SE in these countries. Furthermore, we investigate how the size of the agricultural SE differs between the EU-15 member states and how it affects the economy overall. The results show that (a) the main potential for SE lies in agricultural subsidies, the effects of taxation, the share of imports, and factor income in agriculture; (b) certain patterns and differences exist among the countries, which can be associated with the north-south-west divide; and (c) there are higher levels of SEs in agriculture compared to in the overall economies. This review emphasizes the potential for measuring the SE in agriculture, while recognizing current methodological limitations. Recommendations include diversifying methods, standardizing definitions internationally, and enhancing theoretical foundations. Furthermore, expanding research to include more regions and improve visibility and transparency in measurements is crucial if informed policy is to be made to benefit agriculture globally.

The Shadow Economy, an Enigma, in the Agriculture of 15 EU Member States over the Period 1996–2019

This essay discusses three themes of my scholarly life from my student days up to today. They involve technological change, environmental accounting, and energy-climate-economic analysis. These themes have common analytical roots in the economic theory of public goods and encounter thorny issues of governance because of the Westphalian roots of international law and practice. Many of the issues, such as devising measures of natural capital and the need for strengthened international institutions, are just as pressing today as they were during my student days in the 1960s. In writing this, the enduring insight is that hindsight is the best foresight.

Agriculture will play a central role in meeting greenhouse gas (GHG) emission targets, as the sector currently contributes ∼22% of global emissions. Because emissions are directly tied to resources employed in farm production, such as land, fertilizer, and ruminant animals, the productivity of input use tends to be inversely related to emissions intensity. We review evidence on how productivity gains in agriculture have contributed to historical changes in emissions, how they affect land use emissions both locally and globally, and how investments in research and development (R&amp;D) affect productivity and therefore emissions. The world average agricultural emissions intensity fell by more than half since 1990, with a strong correlation between a region's agricultural productivity growth and reduction in emissions intensity. Additional investment in agricultural R&amp;D offers an opportunity for cost-effective (&lt;US$30 per ton carbon dioxide) and large-scale emissions reductions. Innovations that target specific commodities or inputs could even further reduce the cost of climate mitigation in agriculture.

Agricultural Productivity and Climate Mitigation

Many low- and middle-income countries have made tremendous gains in electrification over the past few decades. These improvements in electricity access have enabled a growing body of empirical evidence on its impacts. This article complements prior reviews on the impacts of electrification by addressing several major remaining challenges faced by the electricity sector in developing countries—impediments to maximizing electricity services᾽ economic effects, obstacles to recovering utility costs, difficulties in forecasting future electricity demand, and uncertainty regarding the future adoption of climate-mitigating technologies—and the existing micro economic causal evidence addressing those challenges. We describe how randomized experiments have complemented the quasi-experimental evidence and then highlight some remaining gaps in the existing literature. Specifically, we highlight climate adaptation within the electricity sector in developing countries, which remains a crucial gap in both the discussion on and financing of electrification for development. We use case studies of Nepal and Pakistan in South Asia—a region that both recently experienced great electrification gains and is among the most vulnerable to climate change—to illustrate the need for additional work on adaptation in the electricity sector. We conclude by linking to recent discussions on climate adaptation finance.
