Book Review of Spatial Planning Systems in Europe

This scoping review investigates the utilization of public participatory geographic information system (PPGIS) methods in the context of healthy urban planning. A set of scientific publications (n = 38) applying PPGIS in urban settings has been extracted to map the addressed health topics, the characteristics of science–practice cooperation, and participation bias. Findings show that predominantly spatially well-representable features are subject to PPGIS surveys, while cluster analysis reveals specific patterns in health topic combinations. PPGIS results add value for officials performing their tasks. However, as a new tool, the full potential to aid planning has yet to be unleashed. PPGIS has been believed to reduce participation barriers and partially succeeds in reaching more diverse participants, as experiences with public participation show. However, there is no improvement in the recruitment of participants with lower levels of education.

Public Participation GIS for Healthy Urban Planning

In the paper, a case of a Russian town, Gatchina, is examined to find the reasonable balance between international smart city practice, governmental requirements, historical identity preservation, and human-oriented approach. The article focuses on the democratic urban design of a public space. The project included qualitative and quantitative research, three project sessions with local inhabitants, and preparation of an architectural project based on the collected data. During the design process, organizers faced two types of challenges—economic (shortage of funding) and communication issues (difficulties with informing and recruiting the citizens for the project sessions, under representativeness of some target groups, etc.)—whereby the latter dominate. Nevertheless, the project was effective; it showed that such towns can afford smart city (though by separate projects only) and that collaboration with the citizens contributes to both history and culture preservation and effective competition in federal grants for smart city development.

Rural communities in Virginia have experienced a decline caused by national economic trends. Formerly vibrant towns with rich histories and cultures increasingly suffer from a shrinking population and a lack of new investment, directly impacting the quality of life and services like education or healthcare. The loss of identity is a hindrance to innovative planning strategies and entrepreneurship. This paper reflects on an ongoing serious game effort developed by the University of Virginia and piloted in Martinsville, VA. That city's once-vibrant community faces challenges like unemployment, opioid addiction, and obesity. We Are Martinsville (WAM) recognizes Martinsville's rich ties to its history and cultural assets, offering a digital tool in support of a creative placemaking strategy. WAM fosters community engagement while simultaneously increasing outdoor activities and allowing stakeholders to generate place-based game content. This paper describes the findings of the pilot project.

COVID-19 pandemic has spread rapidly affecting the entire world. During the fight against the pandemic, hospitals are insufficient to meet the needs. This study aims to set the basis for optimal site selection of quarantine hospitals. Further, to determine the critical factors influencing this selection. The Dual Level Location Suitability Index (DLLSI) proposed methodology provides decision maker with the optimal city and the optimal sites in the selected city for hospital construction. Analytical Hierarchy Process approach is implemented as a part of this study with 14 criteria used to evaluate the alternatives. Safety, accessibility, and availability criteria are also influencing the site selection. The results of DLLSI proposed methodology implementation show the optimal city and the optimal potential sites. It is observed that potential optimal sites located in optimal city. This is considered as self-evaluation, one of the contributions for the proposed methodology. Furthermore, the results of the proposed model are robust, realistic, and supportive for decision makers.
