This essay discusses settler-colonialism in Palestine and the world system during late neocolonialism. It offers a materialist methodology for interpreting settler-colonial social formations, showing the linkage between settler-colonialism, class, imperialism, and world accumulation. It then considers how race continues to structure local reactions and condition local and international attempts at transformation. It concludes with some reflections on contemporary orientations to Palestine in the periphery, especially within racialized social formations.

Settler-colonialism in the Late Neocolonial Period

晚期新殖民主义时期的殖民主义

Recent changes in India’s Forest Conservation Act and environment impact assessment procedures, already problematic for community rights and environmental conservation, further undermine both. These changes violate other hard-won constitutional and legal rights of traditional forest dwellers (Adivasis) to own, use, and conserve forest resources. The barely disguised aim is deregulation to open up further forests for plunder by capitalists and the consequent dispossession of local communities, amongst the most deprived and exploited sections of society who have historically borne the brunt of large development works. Underlying the government approach is an acceptance of unscientific, unrealistic, and unfair carbon sink and afforestation targets. Adherents of an exclusionary approach to conservation as well as those arguing for people-centric co-existence are perhaps for the first time in decades in agreement on the harm that these changes will cause for forests and their people. Changes are required to democratize and respect Adivasi forest rights and decentralize forest management, not to allow plunder and degradation.

Deregulation as Disempowerment: Dispossessing Local Forest-dwelling Communities in India

This research aims to determine and quantify peri-urban land-use patterns for genetically modified crops, woody and nonwoody vegetation, and noncrop areas around Argentine cities where the agro-industrial model is implemented. Through a selection process, a database of urban areas for 715 cities was obtained. Perimeter rings of 100, 500, 1,000, and 2,000 m were used to calculate the areas occupied by the different peri-urban land covers, total crops, no crops, and tree cover. As a general pattern, it is observed that as larger peripheral areas are included, the predominance of the total crop class increases, while that of no crops and tree cover decreases. In addition, it was estimated that an average of 9.7 million kilograms of pesticides are being used per crop season on the 1.8 million hectares analysed, that is, on the 2,000 peripheral meters of the 715 cities under study.

Peri-urban Land Use Patterns in the Argentine Agro-industrial Model: A Focus on Dominant Genetically Modified Crops and Pesticide Use

The Israeli genocide of the Palestinians in Gaza and the Brazilian genocide against Black and Indigenous populations provide an opportunity to investigate the processes of elimination in settler-colonial nations. This article aims to examine the conditions under which settler states can exercise sovereign power against subaltern populations. It is argued that the escalation of structural genocide to expand settler colonization and govern surplus populations was facilitated by the rise of far-right governments. Nevertheless, the Brazilian state’s capacity to exercise sovereign power has been restricted by the transition to neocolonialism, which enabled Brazilians to contain the far right. The space for the promotion of the largest genocide in recent history in Gaza was created by the Israeli effort to abort any possibility of transition to neocolonialism in Palestine, resulting in the maintenance of direct settler colonialism, the far-right government, and its close alliance with the United States.

Genocide, Peripheral Fascisms, and Late Neocolonialism in Palestine/Israel and Brazil

This article is the Sixth Sam Moyo Memorial Lecture delivered by Professor Utsa Patnaik during the SMAIAS/ASN Summer School on January 16, 2023, in Harare. Professor Patnaik argues that the discourse in development economics is so completely dominated by fallacious ideas emanating from the conservative economics departments of universities in advanced industrial countries, and economists in the Global South tend to be so completely hegemonized by these fallacious ideas that they pay little or no attention to long-term trends in their own economies that impact adversely the welfare of the poorest of their own populations. A most important long-term trend—to be precise, the trend over the last four decades of neoliberal policies—has been the declining per capita consumption of food grains in countries of the Global South, associated with their increasing opening up to free trade under the incessant pressure of industrial nations.
