Abstract This study estimated the fiscal reaction function to evaluate the sustainability of fiscal policy in Algeria from 1990 Q1 to 2022 using a nonlinear ARDL model. The results indicate that high debt levels adversely affect the budget balance during positive shocks, highlighting the need for effective debt management. The negative impact of the spending gap during downturns reflects Algeria’s reliance on government spending and the drawbacks of pro-cyclical fiscal policies. The output gap’s consistent positive effect on the budget balance suggests effective fiscal management. Additionally, oil price shocks, trade openness, and demographic changes all play significant roles in influencing the budget balance. Overall, the study reveals that insufficient responses to primary budget balance shocks weaken fiscal sustainability, emphasizing the need for improved debt management, counter-cyclical policies, economic diversification, and strategic fiscal adjustments to enhance financial stability in Algeria.

Abstract In a society that is becoming more urbanized, local governments are crucial to the welfare of the populace and the efficient provision of essential services. There is a consensus that strong metropolitan local governments are essential for generating sustained economic growth, improved public services, and the growth of social capital. The level of trust that residents have in their local government organizations is directly related to how satisfied they are with the services they receive. The purpose of the current study is to determine how satisfied Bangladeshi individuals are with city corporations, a type of urban local government entity. The goal of the study is to pinpoint the variables that may account for the variations in citizens’ satisfaction with the establishment of social capital in urban local government organizations. The study used a hybrid methodology based on survey results and key informant interviews (KII), in which 200 respondents from each of the two city corporations in the nation shared their thoughts. This study contributes by suggesting some fresh angles for a better understanding of Bangladeshi citizens’ levels of social capital formation toward city corporations.

Abstract This paper presents a conceptual framework that facilitates a human-centered approach to implementing organizational change. It advocates for integrating design thinking with Kotter’s eight-step process for change management. Utilizing the double diamond framework, a process model developed by the Design Council (UK), in conjunction with Kotter’s eight-step process, the paper demonstrates how leaders can effectively employ a design led integrated approach to drive change. The authors’ review and juxtaposition of the design thinking framework and change process reveal that it can be applied to leading and implementing change, which, to the best of the authors’ knowledge, has not been explored in detail by previous authors. Hence, there is an opportune need to contribute to the change management process. The normative conceptual methodology for developing this extended framework shows how Kotter’s eight steps fit into the double diamond framework. Implementing change in organizations can be a daunting undertaking; however, a design-led approach facilitates a more successful execution. This paper’s key argument is that integrating design thinking with change management is a more effective approach because it allows the involvement of more stakeholders, iteration, and testing of more ideas to implement change successfully.

Abstract This study investigates the challenges to digital transformation within the State Information Technology Agency (SITA) in South Africa. The purpose is to identify key barriers, explore their impact on operations and service delivery, and provide strategic recommendations. The research addresses the following questions: What are the main barriers SITA faces in adopting digital technologies? How do these challenges affect SITA’s operations and service delivery? What strategies can enhance SITA’s digital transformation efforts? Utilizing a qualitative research design, the study employs semi-structured interviews with SITA employees and reviews relevant documents. The analysis is guided by the Technology Acceptance Model (TAM) and Kotter’s 8-Step Change Model. Key findings indicate that high costs, coordination difficulties, and data security concerns are significant barriers. These challenges lead to inefficiencies and hinder service delivery. The study recommends enhancing cybersecurity measures, implementing structured change management frameworks, investing in scalable infrastructure, and fostering a culture of innovation. These strategies aim to improve SITA’s digital transformation process, ensuring better service delivery and operational efficiency in the public sector.

Abstract This study investigates the impact of internal audit on the practice of strategic vigilance in economic institutions. Internal audit holds a prominent position in most institutions due to its association with the highest levels of management. It functions not only as a supervisory tool but also as an independent and objective source of confirmation and advisory services, ultimately contributing to the institution’s value creation. In the face of rapid global developments and advancements in research and communication technology, economic institutions strive to stay ahead by enhancing their information programs and implementing vigilance systems across all sectors. These efforts lead to improved profitability for customer services. Reviewing information systems is a crucial modern activity that ensures the system’s effectiveness and credibility. To achieve this objective, a descriptive-analytical approach was employed. A scientifically designed questionnaire was distributed to the study population, which comprised a sample of institutions from the National Electricity and Gas Distribution Company in western Algeria. The researcher’s key finding is that internal audit plays a critical role in assessing the effectiveness of internal audit operations on enhancing and utilizing strategic vigilance. Strategic vigilance is considered an essential mechanism for improving service quality and providing necessary information for optimal organizational decision-making.
