Ensuring the continuity, efficiency and quality of medical care requires solving the problem of managing the critical competencies of personnel in a multi-project medical environment. The object of research is resource management processes in the medical environment. The subject of the research is models, methods and processes of managing critical competencies in Agile projects of transformation of a multi-project medical environment. The purpose of the work is to develop methodological support for managing critical competencies in Agile transformation projects within a multi-project medical environment. The article addresses the following tasks: analysis of factors affecting the formation of the register of critical competencies in the medical environment; development of a conceptual model for critical competence management; development of an aggregated model for the configuration management process of critical competencies; development of a method for managing critical competencies; development of recommendations for applying of methodological support for managing critical competencies in Agile transformation projects within a multi-project medical environment. Research methods are based on project-oriented, donor-acceptor approaches, combinatorial analysis and set theory, configurational management to solve the problem of managing critical competencies in a multi-project medical environment. The results of the work include the development of methodological support for managing of critical competencies in Agile transformation projects within a multi-project medical environment, specifically the conceptual model for managing critical competencies; an aggregated model for the configuration management process of critical competencies; a method for managing critical competencies. The application of the developed methodological support is considered through a test example. Conclusions. The proposed methodological support for managing critical competencies in Agile transformation projects within a multi-project medical environment contributes to improving the quality of medical services by proactively managing the resource provision of medical institutions. The comprehensive application of the proposed solutions showed an increase in the value of the team's characteristics by 1.1-1.42 times, depending on the type of input matrix of competences in the test examples.

Using and developing advanced information technologies are significant in the peacekeeping field service, as it could positively affect on mission implementation, decision-making, and even save lives. The purpose of the research is to analyze progressive field mission information technologies used in peace and security operations. Methods: the study is based on the use of empirical scientific methods of observation and study, based on the experience of personal participation in a UN peacekeeping mission, as well as general scientific methods, methods of OSINT analysis, etc. The tasks of the study are to analyze and summarize the main advanced technological solutions implemented in the activities of UN field peacekeeping missions in the area of C4ISR (the concept of command, control, communications, computers, intelligence, surveillance and reconnaissance). Results of the research indicate that peacekeeping missions differ from combat missions in the way they are conducted. The principle of protection, communication and reconnaissance is not the same; the integrated use of a variety of technologies has created a state-of-the-art information management system for UN peacekeeping operations. Conclusions: this study contributes to the peacekeeping field, information technologies sphere, by providing valuable information based on the personal practical experience, thereby aiding researchers and practitioners in selecting the most suitable tools for of command, control, communications, computers, intelligence, surveillance, and reconnaissance during peacekeeping mission. The information in the paper may be used to guide the planning and organization of communication and informatization systems in operations and missions of both as for multinational and as for homogeneous force units.

ADVANCED INFORMATION TECHNOLOGIES (C4ISR) IN THE PEACEKEEPING FIELD SERVICE

Topicality. IoT information processing is usually performed in a cloud environment. However, this creates problems associated with delays in data transfer to the cloud. It is especially important to reduce these delays when processing operational IoT transactions. This can be achieved by transferring part of the calculations to IoT peripheral devices. However, it is necessary to take into account the specific features of embedded IoT systems. The subject of study in the article is methods for transferring the load to IoT peripheral devices. The purpose of the article is to reduce the execution time of operational IoT transactions by increasing the efficiency of the system infrastructure by transferring part of the computing load to IoT peripheral devices. The following results were obtained. A conclusion has been made about the possibility of constructing a distributed information system based on Internet of Things devices. A model of a computing node has been formed, which made it possible to specify a separate computing node, taking into account its location and functioning features. A method for distributing tasks among the nodes of a distributed information system has been developed. The method allows taking into account the features of each computing node and the state of communication channels between them. The developed algorithm for implementing the method is based on the analysis of a stationary or non-stationary environment and changing the greedy strategy of the agent. Conclusion. Studies of the effectiveness of the proposed method have been conducted. The simulation results have shown that the proposed method can significantly reduce the processing time of operational transactions.

APPLYING EDGE COMPUTING IN THE EXECUTION IoT OPERATIVE TRANSACTIONS

The aim of this article is to develop a model for the spatial distribution of wind energy characteristics across the territory of Ukraine. The subject of the study includes datasets of wind speed values, as well as methods of data correlation, validation, and interpolation. Research results. Based on NASA reanalysis datasets and measurement results from 70 meteorological stations in Ukraine, a dataset of paired wind speed data corresponding to the same location but obtained through different methods was created. Through a comparative analysis of regression task results, evaluated using machine learning models trained on the dataset, the Random Forest model was selected as the most accurate (based on RMSE, R², and Pearson correlation coefficient) for predicting wind speedc deviations in NASA reanalysis data to bring them closer to actual values. The Pearson correlation coefficient improved by 0.07 in the worst case and by 0.66 in the best case. Using the Random Forest model’s predictions, corrections were made to all wind speed values in the NASA reanalysis data. The accuracy of the corrected data was also confirmed by the study of trend dynamics over the course of a year using three different data sources: meteorological station measurements, NASA reanalysis data, and corrected NASA reanalysis data. Using the universal kriging method, the corrected wind speed values were interpolated at grid nodes across the entire territory of Ukraine. The accuracy of the interpolation results was validated using the cross-validation method. Conclusion. Based on these results, a GIS-based tool was created, enabling the determination of reliable wind energy characteristics at any given point across Ukraine. The proposed GIS can primarily be used for the design of wind power plants and for selecting optimal locations for their deployment.

CONSTRUCTION OF A SPATIAL DISTRIBUTION MODEL OF WIND ENERGY CHARACTERISTICS

Due to the lack of precise medical testing for autism, such as blood tests to detect the illness, diagnosing autism spectrum disorder (ASD) has proven to be challenging. The prevalence of restrictive and/or repetitive behaviors and difficulties and impairments in social communication are hallmarks of autism spectrum disorders. This behavioral condition has been identified. Doctors assess the child's developmental history and behavior to make a diagnosis. Research results. This research used a hybrid Multi Label-Graph Convolutional Network (ML-GCN) with label-attentive neighborhood convolution to categorize the autism spectrum disorder. It offers a clear and effective graph wrapper module in particular for collecting the local attribute data of a specific node to produce a logical representation of node functioning. Additionally, the homeopathic theory recommends developing a taxonomy for attention-related terms. Furthermore, developed an adaptive graph technique that allows the model to learn the kernel for each layer dynamically and uniquely, allowing the model to acquire more valuable and efficient features. On three frequently used reference datasets, including customized and non-specialized networks, comprehensive tests were conducted to validate the neural network-based approach to multi-label classification.
