The United States Constitution leaves the responsibility of providing K-12 education to the states. Allof the states, within their state constitutions, include some type of provision related to education anddefine, in some manner, the state’s role in providing that education (McCarthy and Deignan, 1982).Although each state may address K-12 funding differently, the expectation is the same. Parents,administrators, teachers, and legislators want students to meet a rigorous set of educationalstandards. In order to meet these standards, appropriate funds are needed to support the learningenvironments that students operate in.

K-12 Educational Funding, One of America’s Adaptive Challenges

New York Daily News reporter Anthony McCarron, and other members of the aggressive New Yorksports media, got a surprising response from Derek Jeter, the shortstop for the New York Yankees,when they peppered him with a series of questions about his sluggish numbers at the beginning of the2002 season. Jeter’s numbers were below his normal averages and, in response to questions aboutthem, Jeter gave the following response,I don’t care about those numbers as long as I win. There are ways to win that you don’t get numbersfor. If you hit a ground ball to move a guy over from second to third, and then the next guy hits a groundball and gets an RBI, you don’t hear about the guy who moved the runner over. I'm hitting second, andsome of those other [big-named shortstops] are batting third. Part of my job is moving guys over andscoring runs (Jeter in Kuehl, Kuehl, &amp; Tefertiller, 2005, p. 64).

Focusing on Performance: The Intangibles of Winning in Schools

In March 2008, the Center for Union Facts initiated a "contest" in which they pledged "to pay the tenworst "union-protected" teachers in America $10,000 apiece to get out of the classroom." TheAmerican Federation of Teachers and the National Education Association seem to be the real targetsof the program. Edward J. McElroy, former President of the American Federation of Teachers, said,"The misnamed Center for Union Facts, an anti-union front group run by lobbyist Richard Berman, hasannounced the launch of a new "assault" on teachers that will include television and newspaperadvertising." The Center’s website talks at length about the difficulty in firing "bad teachers." In additionto telling teachers how to decertify their union, the site includes the statement that "poor-performingtenured teachers are "rarely or never" terminated." Now, two years later director Davis Guggenheimand producer Lesley Chilcott have resurrected the assault on teacher unions and tenure in "Waiting forSuperman." Current AFT President Randi Weingarten (2008) has responded by saying that "thefilm casts several outliers in starring roles-for example, "bad" teachers and teachers unions as thevillains, and charter schools as heroes ready to save the day. The problem is that these caricatures aremore fictional than factual." While disagreeing totally with the campaign and the apparent pretense ofthe documentary, I have found one basic fact to be true – "poor-performing tenured teachers are "rarelyor never" terminated."

It’s Not as Simple as Just Getting Rid of the "Worst" Ones – Unfortunately,

The educational gap in student achievement is steadily broadening among the various disaggregatedgroups throughout our nation’s public schools. School administrators, teachers, politicians, and otherstakeholders are scampering about trying to find a solution to this ever-growing problem. Unfortunately,they are looking for the answer in all the wrong places. In fact, the answer to this crisis in America’spublic school system lies in a series of questions. School administrators and teachers need only toaddress the following in order to effectively provide students with a quality education: What do raceand ethnicity have to do with students’ ability to read and write? How does gender factor into studentsacademic potential? How can an interest in the same-sex prevent a student from learning? What isthe educational relevance of labeling students as economically disadvantaged? With the advancementin technology and a plethora of available resources, how is it possible to allow language barriers tostifle student achievement? Does such categorization cast these students into the proverbial corner oflow achievers before they have a chance to prove otherwise? Instead of allowing pre-assessmentsand diagnostic exams to inform them of students’ academic strengths and weaknesses, principals andteachers have allowed these biases to cripple the learning process in America’s public school system.In essence, one can succinctly summarize the aforementioned questions into one answer: Is it diversitythat adversely impacts student achievement or the discriminatory beliefs of school administrators andteachers that serve as monumental stumbling blocks to the right of every American student to beafforded a quality, public education that is culturally, mentally, emotionally, socially, and physicallyinclusive?

School district-level, site-based support and effective mentoring and induction programs for new teachers can help new teachers’ self efficacy, dispositions and acquisition of knowledge and skills. In addition, sustained support may lower attrition rates, increase teacher effectiveness in the classroom, and save school districts money. School districts must intensify efforts to work with school administrators to provide effective support, guidance and orientation programs during the initial years of teaching. While induction programs vary considerably from state to state and across school districts, they are typically intended to increase teacher effectiveness in the classroom and impact teacher attrition rates.

Effective Practices and Resources for Support of Beginning Teachers

The aim of this paper is to explore students’ positive experiences of their learning through the use of visual narratives, observation, and field notes in two secondary school classes in Sweden. Four themes were found: (1) knowing the needs of mind and body, (2) embracing each other in mutual support, (3) learning in a facilitating environment, and (4) using a variety of learning modalities. Students wished to have a voice in setting the curriculum, favored a variety of assignments, and sought to expand their learning environment beyond the classroom. Finally, challenges for teachers and school leaders are discussed.
